Description
The successful candidate will have considerable knowledge of Chapter 51, Wisconsin Statutes Mental Health Commitment proceedings and possess excellent communication skills. The successful candidate will join the Corporation Counsel Chapter 51 Mental Health team and work in tandem with attorneys, case managers, court staff and law enforcement agencies. Duties include preparing and electronic filing of petitions and court orders, contacting witnesses for court hearings, arranging Sheriff transportation for patients, preparing statistical reports, and other case management duties, all in a fast-paced, time sensitive environment.

Example of Duties

Under supervision, to perform work involving assistance to petitioners in the preparation of court petitions for routine or emergency mental illness, alcohol and other drug abuse, and developmental disability commitments; to assist in the coordination of legal proceedings regarding these cases; and to perform other duties as required.


  • Interviews petitioners in order to obtain information regarding the possible commitment of individuals under Chapter 51, Wisconsin State Statues including reasons why the individual should be committed.
  • Makes a determination if sufficient reasons exist to proceed with a preliminary hearing to determine probable cause for the commitment of an individual, and advises clients as to why sufficient reasons may not exist to proceed with a petition.
  • Provides information to petitioners and law enforcement agencies regarding proceedings and statutory requirements under Chapter 51.
  • Prepares petitions for Chapter 51 proceedings and advises petitioners of the procedures and their involvement in the process.
  • Arranges placement of individuals with the Waukesha County Mental Health Center.
  • Prepares cases for court by determining possible witnesses for court hearings; contacts the treatment facilities for treatment recommendations and notifies witnesses, the Waukesha County Mental Health Center, and Juvenile Court of all hearing dates and times.
  • Prepares transport orders and arranges for the transport of patients to hearings by the Waukesha County Sheriff’s Department.
  • Drafts and prepares all court orders for the signature of the judge or court commissioner.
  • Prepares various statistical reports regarding cases and transactions.
  • Serves as a liaison to develop and maintain effective working relationships with treatment facilities, law enforcement agencies, the Department of Health and Human Services, and the Waukesha County Mental Health Center.
  • Maintains case files in a case management system.
  • Establishes and maintains effective working relationships with the public, law enforcement agencies, treatment facilities, medical professionals, Department of Health and Human Services, and other County departments.
  • Provides information to the Waukesha County Mental Health Center and other health care providers on the status of cases.
  • Performs other duties as required.

QUALIFICATIONS

Essential Knowledge and Abilities
  • Considerable knowledge of statutory requirements of proceedings under Chapter 51, Wisconsin Statutes, and their application.
  • Considerable knowledge of the various orders and forms issued by courts and the effect and impact of those forms.
  • Considerable knowledge of the current practices and procedures concerning court operations.
  • Considerable knowledge of modern office practices, procedures, and equipment.
  • Working knowledge of computerized department program software and word processing programs.
  • Ability to work effectively under emergency situations and in dealing with petitioners in stressful conditions.
  • Ability to establish and maintain effective working relationships with the public, law enforcement agencies, treatment facilities, medical professionals, Department of Health and Human Services, and other County departments.
  • Ability to conduct interviews to obtain information regarding the possible commitment of individuals under Chapter 51 of the Wisconsin State Statutes and explain relevant laws and procedures.
  • Ability to plan and organize work effectively.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to analyze, prepare, and maintain detailed, accurate information, reports, and records.
  • Ability to utilize word processing and case management systems.
  • Ability to exercise judgment and discretion in the application and interpretation of department policies.

Minimum Qualifications

You must meet these minimum Training and Experience requirements:

  • High School Diploma or GED.
  • Four years of office work experience, two years of which were at a responsible level involving case management, legal or paralegal work, independent research, or closely related activities.
  • Proficient skill in computer word processing applications and case management systems.
  • Recognized post high school education in a related field or a paralegal degree may be substituted for the required experience on a year-for-year basis to a maximum of two years.

Supplemental Information

The Corporation Counsel office may consider under-filling this position as a Senior Administrative Specialist instead of Commitment Hearings Coordinator. Minimum requirements for a Senior Administrative Specialist position: High School Diploma or GED, Three years of post high school work experience providing administrative support. One year of recognized post high school training in business, administrative professional or closely related filed may substitute for one year of the work experience requirement. Senior Administrative Specialist starting salary range: $20.69 to $24.04. Full salary range for the Senior Administrative Specialist position: $20.69 to $27.38.

Waukesha Employee Health & Wellness Center
Employees of Waukesha County and their dependents (ages 2+) who are enrolled in health insurance have access to an onsite medical clinic operated by Everside Health. The clinic is located at 615 W. Moreland Blvd in Waukesha. Patient confidentiality is of the utmost importance as all staff are employees of Everside Health. Providers of the clinic include a Board-Certified Physician, three Physician Assistants, one Physical Therapist, and one Health Coach.

The clinic is open Monday - Friday and has early morning to evening appointment times. Patients should be able to schedule same day or next day appointments for service. Services available include: health coaching, preventative/wellness care, non-preventative (illness/injury visits), immunizations, lab work, disease management, physical therapy, medication dispensing, and work-related injuries.

Premium Option Plan
Employees are automatically enrolled in this pre-tax option. This plan allows you to pay your share of the health, dental, and vision insurance premiums on a pre-tax basis. This means you pay less state, federal, and FICA taxes, thus saving you money. You can elect to pay on a post- tax basis if you prefer.

Vacation
Waukesha County’s vacation plan provides you with paid time off from work. Regular full-time employees are credited with forty (40) hours of vacation upon hire. Thereafter vacation is earned in one calendar year to be used in the next calendar year.

Holidays
Employees are eligible for eleven (11) paid holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, The Day after Thanksgiving, Christmas Eve Day, Christmas Day, New Year’s Eve Day, and Two (2) Floating Holidays that are earned on February 1 and June 1 of each year.

Sick Leave
The Sick Leave Plan is designed to provide you with salary continuation in the event of personal injury or illness. Regular full-time employees earn sick leave at the rate of eight (8) hours for each month of work up to a maximum of nine hundred sixty (960) hours.

Long-Term Disability
Waukesha County pays the full premium on employee’s behalf for this benefit. The long-term disability insurance plan provides for a monthly income in the event of a disabling injury or illness which renders you incapable of performing your job. Coverage will begin the first of the month after hire date.

Life Insurance
Waukesha County pays the full premium cost on your behalf. You will be insured for an amount equal to one (1) times your prior year gross wages rounded to the next higher thousand dollars. In addition, you are insured for Accidental Death and Dismemberment benefits. Coverage will begin the first of the month following six (6) months of employment.

Dependent Life Insurance

Wisconsin Retirement System - Pension Plan
As a full-time employee, you will automatically be enrolled in the Wisconsin Retirement System. This pension is administered by the State of Wisconsin Department of Employee Trust Funds.
You will be required to pay the employee’s share of contributions to the fund, while Waukesha County contributes the employer’s share. Employees are vested in their portion of contributions immediately and after five years of creditable service for the employer contribution.

Deferred Compensation
Waukesha County offers access to a 457 Deferred Compensation program that allows you to save and invest for retirement through payroll deduction. This completely employee funded. Participation is voluntary and employees can enroll at any time. Employees may contribute on a pre-tax or Roth basis.

Retirement Health Savings (RHS) Plan
This is a benefit funded by Waukesha County. Waukesha County will contribute up to $550 ($400 for Waukesha Deputy Sheriff’s Labor Union represented employees) per year into an employee’s RHS account. Funds are available to the participant following separation of employment and can be used for reimbursement of qualified medical expenses or qualified insurance premium payments that occur post-employment. Contributions begin the first month after date of hire. Contributions for employees represented by the Waukesha Deputy Sheriff’s Labor Union will begin the first of the month after twelve (12) months of employment with Waukesha County).
