ESSENTIAL FUNCTIONS:

Customer Service - 30% Receive and resolve inquiries from utility customers by explaining rates, bill calculations, adjustments, usages, meter readings, verifying payments received and by making payment arrangements on delinquent accounts; Initiates field orders and make cash register entries for all incoming revenue of the department. Prepares and mails delinquent notices to owner and non-owner occupied customers and authorizes service disconnections and reconnections.

Customer Account Management– 40% Manages the updates on customer accounts and records to include move ins and move outs, non-owner accounts, payments, prepare final bills and new accounts. Post accounting data to journal entries, ledgers and other accounting instruments and review ledgers to ensure balance with various accounts; maintain records of pay-ins and assure that all work is done to meet billing deadlines.

Report preparation – 20% Compile, calculate, analyze and release data in report form; prepares records, reports, summaries and worksheets as requested including performing the certification process to assess to property taxes delinquent accounts.

Team Leading – 5% Ensures daily activates are completed by directing and instructing personnel in policies and procedures.

Other duties as required 5% of the time

Replace Clerk I and or II in the event of an absence; train Clerk I & II employees; periodic work with other aspects of accounting and general office work within the Department; and other duties as required.

REQUIRED QUALIFICATIONS:

Must have high school degree or the equivalent thereof with coursework in general office and data processing techniques. Pertinent experience would include such things as general office record keeping or billing, customer service (i.e., resolving customer complaints), managing fiscal accounts, county government policies and procedures, and accounts payable systems. A high level of computer literacy including spreadsheet, word processing and data base software desired.
