JOB SUMMARY:

This position works with the District Leadership Team, Technology Department, Board of Education, other District stakeholders, and outside organizations in aligning District technology priorities and resources to support the District’s mission, achieve its purpose and to effectively and efficiently deliver technology services to its customers, the students and staff. The CTO provides significant oversight and support to department budgetary considerations including setting purchasing priorities, E-rate application processes, and assisting district leadership in setting technology goals and objectives. Position is responsible for staff oversight and the department’s overall compliance with record keeping and reporting requirements as well as utilizing data-driven decision making to continuously drive District and building level improvements for students and staff technology services.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

The CTO is responsible for:

  • Leading four distinct teams within the IT Department:

o IT Support Team - All devices, front-line end-user support, help desk ticketing
o Operations Team - All networks, servers, applications, camera/door lock systems, IT infrastructure projects
o S.I.S Team (Student Information System) - Student records to include enrollment, state reporting and gradebook systems
o EdTech Team - Classroom coaching on use of technology, integral link between IT department and classroom teachers. Rostering of student data into educational platforms. Gradebook / Grading support.

  • Establishing a clear vision for the Technology Department, clearly communicating that vision to stakeholders, and developing an action plan to achieve the vision.
  • Establishing and maintaining cybersecurity best practices that include data backups, malware protection, data breach and recovery procedures. Enforce required practices that comply with cyber insurance requirements.
  • Participating and contributing to setting goals and standards and making decisions that help guide Eagle County School District (ECSD) toward its near-term and long-term future;
  • Cooperatively resolving current issues of major significance that will have a bearing on the programs and people of ECSD as assigned;
  • Being decisive in taking and communicating appropriate remedial action when performance and behavior of team members is not consistent with targets;
  • Sharing information and developing a collective understanding of programs and issues;
  • Fostering trust and alignment of the Performance-Based Learning and Professional Learning Program goals with the District’s technology goals.

1. Structuring technology policies, procedures, and standards to ensure and enhance the organizational purpose and vision success. CTO will make regular data supported technology-related recommendations for Board of Education (BOE) policy adoption that includes analysis of current regulatory actions, technological innovations, and fiduciary considerations. Upon BOE adoption the CTO is responsible for the communication and implementation of policies, procedures, and standards to implement approved updates/changes.

2. Monitoring the on-going department’s daily operations and customer service performance to ensure the continuous improvement of technology services through data driven and evidence-based performance measurements. CTO works to build and maintain relationships with end-user customer needs communicating and providing high-quality IT services. Projects are assigned, tracked, and managed via a variety of IT project management tools and in order to minimize technology interruptions and optimize customer satisfaction.

3. Oversees role assignments within the Technology Department ensuring resource allocation, fit to projects, and prioritization standards which serve the District’s strategic goals and objectives. CTO monitors and assesses hiring efforts in order to obtain highly qualified staff to serve the technology needs of students and staff. The Chief Technology Officer also develops effective professional learning structures and/or opportunities for department staff that align with District priorities and promote staff development and retention. Professional Learning (PL) is developed around those skills and knowledge necessary to achieve District strategic goals and objectives relevant to roles and responsibilities.
4. Actively maintaining student and staff policies and rules that include notice of appropriate use of the District’s Information Technology Resources. Implementation may include decisions to restrict access to websites that encourage inappropriate behaviors. The IT department will monitor and report incidents and assist in the investigation of inappropriate use or behaviors using District resources.

5. Serving on a variety of District committees is the expectation of the CTO and collaboration regarding district technology services in order to ensure the efficient and effective functioning of the work unit. There is an expectation for the CTO to develop and foster institutional and commercial relationships that offer opportunities for the District to offer top-tiered technology services for students and staff.

6. Other duties as assigned.


BUDGET AND/OR RESOURCE RESPONSIBILITY:

The Chief Technology Officer holds the fiduciary responsibility for developing, administering, monitoring, and coordinating the assigned department’s budget. Decisions and recommendations for technology needs influences spending patterns for departments and programs across the District. The CTO holds the responsibility to ensure IT resources are planned and managed from acquisition to end-of-life, in the best interest of the District’s strategic goals and objectives. Other fiduciary duties include establishing and implementing the District’s technology purchasing procedures for the district’s acquisition of administrative, system, and educational software, hardware, and information systems. Oversight and delegation of district account’s administration, grant application and compliance monitoring, E-rate application process, and any other assigned budgetary duties is at the CTO’s discretion in accordance with District policies and state and federal laws.


EDUCATION AND EXPERIENCE:

  • BA degree in computer science, cybersecurity, technology management, education, or related fields. MA or higher preferred.
  • Minimum five years’ experience in technology management or administrative role; preference for prior school-based experience and demonstrated leadership abilities.
  • Knowledge of state-of-the-art educational technology practices and devices.
  • Effective communication and interpersonal skills.
