ABOUT THE MSRB & THE POSITION

The Massachusetts State Retirement Board (MSRB) is multi-generational and diverse department within the Office of the State Treasurer which administers a defined benefit retirement plan, the Massachusetts State Employees Retirement System (MSERS), for eligible employees of the Commonwealth and certain independent entities. Established in 1911 the MSRB supports more than 85,000 active members and more than 68,000 retirees & beneficiaries. The MSRB annually issues more than $2.75b in benefits.

The Chief Operating Officer in conjunction with the Executive Director and other senior staff are responsible for directing the accurate and timely administration of various MSRB business and benefit operations in accordance with plan rules and policies through collaboration with MSRB senior staff and various business teams. The Chief Operating Officer may be designated to act on behalf of the Executive Director as needed.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Provide clearly defined standards and goals to designated teams and the MSRB in general to ensure assigned business operations perform at consistently high level in accordance with plan rules and industry practices
  • Provide direction and guidance to the MSRB in executing provisions of MGL Chapter 32 and legislative mandates

  • Assist in the development and Implementation of plan goals, objectives and policies identified by the Retirement Board

  • Serve as a subject matter resource and liaison with internal MSRB teams and external vendors for purposes of maintaining, developing, and updating functionality of MARIS software application and related business operations

  • Participate in the development and implementation of a member self-service portal

  • Participate in the preparation and review of monthly Retirement Board agenda items and regularly attend Board meetings

  • Direct, and collaborate with, vendors, contractors and consultants

  • Ensure implementation of Board and Treasury hiring and human resource policies

  • Participate in development of annual budgets and spending plans

  • With the Executive Director maintain positive working relationships and serve as liaison to Treasury departments, PERAC, Massachusetts contributory retirement systems, PRIM, Office of the Comptroller, Group Insurance Commission, and related government agencies and member constituent groups

  • Represent Board and Executive Director as necessary


OTHER DUTIES AND RESPONSIBILITIES

  • Act on behalf of Executive Director in their absence
  • Respond to Legislative inquiries on c.32 legislation and constituent matters
  • Ensure prompt responsiveness to member inquiries for the timely and accurate determination of benefits and services
  • Contribute to ongoing development of organizational training and skill development
  • Represent Treasurer and MSRB serve as liaison to national public employee retirement organizations, state agencies, Treasury departments, constituent groups, and outside entities.
  • Serve as a designated signer, approve payment vouchers / warrants
  • As a member of the Executive Team, advise staff on carrying out the provisions of MGL Chapter 32 and legislative mandates
  • Other duties as assigned by the Executive Director
  • Travel as may be required

SUPERVISORY RESPONSIBILITIES

  • Directly supervise designated senior MSRB staff and operational business units including, Finance, and Information Systems.
  • Supervise other retirement board staff, contractors and vendors as necessary and as directed by the Executive Director
Qualifications


SKILLS AND COMPETENCIES

  • Extensive experience of at least twelve years working with Massachusetts General Law Chapter 32, plan rules and the public defined benefit pension industry
  • Experience in software implementation, preferably pension administration and/or CRM software
  • Corresponding undergraduate degree, graduate degree, or extensive industry experience required
  • Sustained and effective organizational experience in leading and supervising employees of at least seven years in the senior management of a similar sized and type entity
  • Demonstrated ability in human resources and employee relations matters
  • Experience working with Board of Trustees / Directors
  • Ability to effectively communicate, lead and motivate retirement professionals
  • Proven ability to inspire and model excellent customer service, accuracy and thoroughness in work completion
  • Adaptable to changes in retirement and business management
  • Inclusive and collaborative decision maker
  • Willingness to take initiative; see and implement improvements to management and operations
  • Maintain and promote a positive attitude, supportive work environment, and set high standards for employees
