OVERVIEW: Founded in 1996 to ensure that the socio-economically depressed and medically underserved residents of the Bronx have access to high-quality and comprehensive healthcare services, Bronx Community Health Network (BCHN) is a not-for-profit, community-based organization and Federally Qualified Health Center. The organization has a sub-recipient agreement with Montefiore Medical Group to provide a wide range of comprehensive, coordinated primary medical, oral, and mental health care and related diagnostic, pharmacy, social support, and enabling services for medically underserved/uninsured residents. BCHN’s approved scope includes 9 Montefiore community health centers and 9 school-based health centers. In early 2023, BCHN will launch construction on its own community health center with an array of services. This addition is strategically placing BCHN on a new pathway – the direct delivery of primary care.

BCHN’s mission is to: improve the health of people and families in the Bronx; provide access to affordable, quality health care, especially for uninsured persons; promote disease prevention, early treatment and healthful lifestyles; and obtain financial and other resources for programs and services.

BCHN’s service area includes the entire borough of the Bronx, including all 25 ZIP codes. Within this area, Health Center sites focus on the low-income and underserved populations.

JOB SUMMARY: The Chief Medical Officer (CMO) is an Executive position with responsibility for clinical services at all BCHN sites. The CMO has primary responsibility for clinical quality and performance in Family Practice, Pediatrics, Behavioral Health, and Pharmacy, including productivity. The CMO leads the recruitment, orientation, evaluation, and retention of high- quality clinicians and other direct patient care providers who will work at the BCHN health center; participates in strategic planning; leads and/or participates in various meetings to include, but not limited to, Quality Management Committee, Risk Management Committee, clinic staff meetings, executive meetings, case conference/management meetings, Board meetings and other administrative meetings as requested.

The CMO works with clinicians to share best practices to improve quality. Serves as the primary liaison to the local and state medical community, including those clinicians working at Montefiore sites. She/he serves as a primary care Clinician to BCHN patients for a minimum of one day/week.

Responsibilities:
Serves as the lead in setting and monitoring clinical standards and expectations for BCHN clinical site(s), including but not limited to:

  • Maintains and enhances the highest standards of health care delivery to all BCHN patients
  • Leads the clinical component of adapting to changes in the healthcare environment and marketplace
  • Ensures that all health care services are provided in the most cost-effective and efficient manner
  • Oversees, monitors, and updates BCHN’s medical policies and procedures, including the scope of service as defined under the 330 CHC application and FTCA coverage
  • Assists in the development of data, statistics and performance outcomes and measures, and compliance reporting
  • Supervises the development, implementation, and operation of a quality assurance program as it relates to patient care
  • Participates in quality improvement processes where clinical procedures overlap with other departments’ procedures
  • Reviews and updates Standards of Practice as required
  • Reviews relevant patient complaints and satisfaction surveys and respond when necessary
  • Addresses risk management issues relating to clinical care
  • Maintains appropriate provider productivity and patient satisfaction through supervision and direction as expected by the Health Resources and Services Administration (HRSA)

Works with Montefiore Medical Group (MMG) and/or Montefiore Community Services (MCS) to:

  • Ensures the quality and efficiency of clinical delivery at all Montefiore FQHCs (federally qualified health centers) and FQHC-designated school-based clinics
  • Ensures compliance at Montefiore FQHC sites with all 330 and FTCA requirements and regulations
  • Maintains effective communication with MMG and MCS clinical leaders to ensure the above

Promotes communication with and among all clinical staff, administrative staff, and the Board:

  • Maintains consistent interaction with the providers, staff, and community demonstrating exemplary behavior
  • epresents the providers at administrative meetings, communicates information, and seeks input on decisions from all providers
  • Presents reports on health and quality improvement matters to the Board regularly and periodically, as determined by the Board and CEO
  • Maximizes the development and retention of providers by establishing work performance standards and providing feedback informally and formally
  • Develops collaborative teams of clinicians
  • Arranges and conduct regular meetings with clinicians
  • Maintains advice and consent functions regarding the responsibilities and privileges of administrative personnel supervising ancillary (e.g., laboratory, x-ray, Pharmacy) service

Participates in all activities at BCHN, with a focus on the BCHN clinical site, to create highperforming and diverse teams:

  • Responsible for recruitment, supervision, credentialing, and evaluations for all BCHN clinicians, including students
  • Recommends and participates in the final determination of disciplinary actions and terminations as needed
  • With the appropriate staff, plans for in-service training and orientation of clinical staff
  • Arranges clinical call coverage, reviews, and approve paid time off and continuing professional education requests by clinical staff
  • Leads ongoing development of the electronic medical record
  • Encourages and works with provider groups to identify research questions that may lead to collaborations with other departments and institutions engaged in health disparities research
  • Assists in the development of grant proposals for BCHN. Reviews grant proposals to assure that activities tasked to clinical staff are being achieved. Participates in the preparation of grant reports and reviews/facilitates the preparation of clinical data for such reports as needed.

Manages the development and operation of BCHN’s newest health center through strategic clinical leadership and decision-making: Helps ensure that the health center is designed for maximum productivity and patient ease of care. Oversees the hiring of clinical staff, helping to ensure a qualified and highly motivated staff. Sets standards for productivity, quality of care, and patient satisfaction.

Represents BCHN to collaborating agencies and facilities and oversees clinical relationships with those entities:

  • Participates in community organization activities designed to promote a healthy lifestyle
  • Advocates for BCHN and serves as liaison to (including active membership in) local and state professional societies, as well as to health officials and organizations and health training institutions as appropriate

Participates in other responsibilities with leadership staff and the Board:

  • Participates in strategic planning
  • Participates in the development of clinical financial plans (budget), with ongoing monitoring and evaluation
  • Recommends clinical objectives and participates in the designation of priority objectives for BCHN
  • Advises on information system needs • Interprets clinical data for other leadership staff and the Board.
  • Represents BCHN at public forums, within the community, and in the press as appropriate
  • Provides ongoing reports for the CEO, Executive staff, and BCHN Board Provides care and treatment to patients within the scope of ability and expertise

Qualifications

  • Graduate of an accredited medical school • Current license to practice medicine in New York State
  • Board Certified in Family Medicine, Internal Medicine, or Pediatrics
  • Possesses and maintains a current valid controlled substance registration, in good standing, with the U.S. Department of Justice, Drug Enforcement Administration
  • Possesses and maintains BLS certification
  • Proven ability in clinical practice with at least three years of clinical practice
  • Experience in health care administration, ideally in a community health setting
  • Excellent communication (writing and speaking) skills
  • Excellent interpersonal and organizational skills
  • Demonstrated commitment to diverse and underserved populations
  • High energy level and the ability to follow projects through to completion
  • Ability to build consensus and work in a team setting

Job Type: Full-time

Pay: $225,000.00 - $300,000.00 per year
