JOB SUMMARY

Completes abstracts for submission to the California Cancer Registry and the National Cancer Data Base. Assists in performing Studies of Quality for the Commission on Cancer survey. Performs case-finding and quality control of all reportable neoplasms. Assists in special projects as required.


JOB SPECIFICATIONS

EDUCATION

REQUIRED:

  • Certified Tumor Registrar
  • Associate degree in Health/Biology or related field
  • Bachelor’s degree in Health/Biology preferred

EXPERIENCE

Five years experience working in a hospital or centralized cancer registry. Prior experience in the development and completion of computer database reports.


PREREQUISITE SKILLS

  • Knowledge of Federal Surveillance Epidemiology and End Results (SEER) regulations, the State of California Cancer Registry, Department of Health Services Cancer Surveillance Section Laws, the Regional regulatory agencies mandates and the American College of Surgeons, Commission on Cancer program accreditation rules and regulations.
  • Extensive knowledge of principals of cancer registry operation, tumor nomenclature and classification systems with strong medical background in cancer disease process.
  • Knowledge of computerized database analysis, data processing and database applications, including CNExT.
  • Ability to work tactfully and effectively with patients, hospital staff and the public.
  • Demonstrated organizational skills in directing own work and others.
  • Effective verbal, non-verbal, and written communications skills.
  • Ability to abstract cancer cases without supervision and maintain at least 98% accuracy rate.
  • Maintain in good standing, CEU’s with National Cancer Registrars Association.

PATIENT PRIVACY (HIPAA Compliance):

Employees in this position have access to protected health information. The protected health information a person in this position can access includes demographics, date of service, insurance billing, medical record summary information, and all other information that may be contained in patient records. This position requires patient health information to perform the functions outlined as part of this position description.


DUTIES AND RESPONSIBILITIES

ESSENTIAL (not modifiable)

Identifies 98-100% of cancer cases according to CoC, CCR and SEER guidelines to be entered into the database. Sorts, screens and analyzes in-coming pathology reports, cytology reports, discharge summaries and other source documents for case-finding purposes and quality assurance.
Maintains a working knowledge of Cancer Registry Management practice, and ensures that Hospital meets regulatory compliance standards and requirements.

  • Maintains and manages a computerized suspense system. Assists, as requested, in the maintenance of the cancer registry software system computer database, including upgrades, downloads and transmittal of new cancer cases.
  • Completes abstracts on all identified inpatient and outpatient cancer cases (including Medical Oncology in-patient and Radiation Oncology cases). Abstracts pertinent information from patient medical records, determines reportability, assigns extent of disease, codes abstracts according to the SEER, ACOS and State of California requirements and assesses if the patient will be having further treatment as an outpatient. Maintains a 98% or above accuracy rate on completed abstracts.
  • Responds promptly to visual edit checks returned from CCR on previously reported cases.
  • Applies established protocol for acquiring, filing and maintaining cancer related registry information in a computerized database.
  • Assists Manager on status of state reporting, Commission on Cancer requirements, changes in state requirements and standards.
  • Assists Manager in the preparation of reports based on requests for data from physicians, staff, administration and other appropriate organizations in a timely manner.
  • Maintains CTR certification by completing necessary continuing educations (20 CE per 2 year period).
  • Prepares meeting agendas and patient documentation for weekly Cancer Conferences, as needed.
  • Maintains records of case presentations and minutes provided by Cancer Conference Physician Coordinator, as needed.
  • Informs the Manager, monthly, on the registry status, including follow-up rate, number of new cases accessioned, and changes in external mandates by the Commission on Cancer, SEER, GBACR, or the State of California.
  • Attends other Registry meetings as scheduled and needed.
  • Performs other duties, as assigned, including filling in for Manager at weekly Cancer Conferences and Cancer Committee meeting if required.

WORKING CONDITIONS:

The following terms are used to designate the frequency of activities performed during a work shift.


GENERAL

Length of shift is eight (8) hours per day. The position is primarily a sedentary one, with walking and standing also a requirement. There is no heavy lifting, carrying, pushing or pulling. There is infrequent carrying of supplies. Infrequent crawling under desks to plug and unplug electrical outlets. Frequent necessity to reach above shoulder to obtain supplies, manuals, etc. Coordination and agility is required to move in small spaces, operate the computer, copier, typewriter, and to manipulate records and files. Must have good vision and auditory ability. Excellent verbal and written communication skills to effectively work with others.


SPECIFIC

Work Pace

Frequently works independently under general supervision. Work may vary from day-to-day and can be self-paced but is frequently dictated by ongoing events and needs of Director or staff. Ability to prioritize is required to complete tasks in a timely fashion and to meet deadlines.

Equipment, Tools, Machines, Instruments, Vehicles

Personal computer, printer, computer software, telephone and voice mail, calculator, fax, copy machine, and miscellaneous office equipment.

Environmental Exposures

All work is performed inside within a temperature range of 68 to 72 degrees Fahrenheit; although, infrequently, the temperature may reach 82 degrees. There is occasional noise from bells, printer, telephones, and people.

Location/Conditions (physical, environmental, etc.)

During the shift, the specialist usually sits at a desk with a computer terminal in the office. Inside work site is accessible from handicapped parking via elevator access. Workspace is narrow and confined. Considerable time is spent using a computer, consequently, the need to vary physical position and visual focus exists.

PHYSICAL DEMANDS:

GENERAL

The Specialist generally sits at computer terminal for extended periods of time. The maximum length of shift is ten hours. The person infrequently lifts, positions, transfers, and carries light to medium loads from a full range of levels for short distances. Work is performed continuously while sitting, interrupted by occasional walking and standing. Reaching at all levels is required for occasional inventory and records selection. Perfect or corrected vision and good auditory acuity is required. Oral and written English communication skills are required to promote effective exchanges with others.


SPECIFIC

  • Lifting: Lifting light loads of paper and supplies infrequently. Occasional lifting of medium weight cartons of recyclable papers, boxes of copy paper, other material. Infrequent lifting of heavy loads
  • Carrying Occasionally carries medium loads
  • Pushing/Pulling: Infrequent necessity to move copier or clear a jam from the machine
  • Standing: Total hours per work shift is approximately 30 minutes to one hour at copier and for assembly of packets and other material in collator
  • Walking: Walking may occur while traveling to other departments up to a maximum of 15 consecutive minutes per day. Total hours per work shift is approximately one hour
  • Sitting: Sitting occurs while operating typewriter, computer, Dictaphone, telephone, and other office equipment. Total hours per work shift is approximately five to six hours of sitting with maximum consecutive time two hours
  • Climbing: Infrequent climbing on a stool is occasionally necessary to reach supplies and files
  • Stooping: There is infrequent stooping to retrieve items from file cabinets
  • Crouching: There is infrequent crouching to unplug and plug electrical equipment, retrieves files, etc.
  • Other Physical Demands: Infrequent twisting, kneeling, reaching above and below shoulder to retrieve files and supplies. Clear speech and command of English language is required for telephone use and face-to-face communication with others
  • Handling, finger manipulation, feeling, coordination, near vision, hearing sensitivity, talking and agility occur continuously
