Under the direction of the Behavioral Health Manager responsible for the Ventura County Behavioral Health (VCBH) Contracts Administration Unit, this position will supervise a team engaged in the maintenance and evaluation of contracts between VCBH and provider agencies to ensure compliance with implementation of the California Advancing & Innovating Medi-Cal (CalAIM) Initiative and all other Contracts Administration Unit service requirements.

The CalAIM and Contracts Administrative Manager will: (1) provide administrative support and operational oversight for contracted behavioral health care network providers, (2) ensure adherence to standards, statues, regulations, and policies and procedures, and (3) implement methods to monitor program performance.

The ideal candidate will have excellent analytical, project management, customer service, and leadership skills. They will be an individual that has demonstrated experience with reviewing, interpreting, and implementing governmental regulations and contract/grant requirements.

PAYROLL TITLES/APPROXIMATE SALARIES:
Program Administrator III: $2,861.48 to $4,006.46 bi-weekly
Senior Program Administrator: $3,215.92 to $4,502.73 bi-weekly

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate’s, Bachelor’s, or Master’s degree that is not required for the classification.

BILINGUAL INCENTIVE: Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification skills.

DEPARTMENT/AGENCY: Health Care Agency – Behavioral Health

Program Administrator III and the Senior Program Administrator are Management classifications and are not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary, Fixed-term), Intermittent, and Extra Help vacancies for this position only. There are currently two vacancies, one is Regular full-time, and the other is Temporary full-time.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

TENTATIVE SCHEDULE

CLOSING DATE: January 3, 2023 at 5 p.m.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Collaborates with the Behavioral Health Manager of the Contracts Administration Unit to plan, organize, coordinate, and direct the activities of the Contracts Administration Unit Team to ensure CalAIM and general contracting compliance;
  • Serves as liaison for CalAIM and general contract matters within VCBH, between other County departments, local, state, and federal agencies, and other concerned parties, public, and private;
  • Provides technical assistance in analyzing federal, state, and County regulations and in developing policies and procedures for the VCBH Contracts Administration Unit and VCBH contractors;
  • Develops appropriate guidelines, standards, and procedures for the evaluation of existing contracts in terms of quality and quantity of services provided;
  • Assists in the development and interpretation of contract policy for behavioral health programs and mandates, such as Medi-Cal Peer Support Services, behavioral health payment reform, and data exchange and care coordination with Managed Care Plans;
  • Participates in the oversight of the VCBH Contracts Administration Units negotiation, processing, monitoring, and management of provider contracts;
  • Designs operational systems and ensures conformance in daily operation; designs tools and implements methods to monitor program performance and ensure goals and timelines are met;
  • Prepares required reports and compiles and analyzes qualitative and quantitative data to improve operations, identify program needs, and/or changes to service delivery methods;
  • Supervises a team to ensure compliance with implementation of initiatives;
  • Assists with the oversight of the preparation and management of Board letters, Requests for Proposals, and Grants;
  • Assists with State and County compliance audits;
  • Attends meetings to identify issues and make recommendations regarding changes in processes/procedures; makes presentations to management and policy makers regarding contract and CalAIM contractual issues;
  • May make presentations to VCBH contractors, VCBH staff, or other County staff related to CalAIM contractual matters or other general contract matters;
  • Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE
Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities.

An example of qualifying experience would be:

Program Administrator III:

  • Bachelor's degree from an accredited college or university in accounting, finance, business administration or a related field AND
  • Some experience interpreting and implementing governmental regulations which includes experience with contracts and grants.
Senior Program Administrator:
  • Bachelor's degree from an accredited college or university in accounting, finance, business administration or a related field AND
  • Considerable experience interpreting and implementing governmental regulations which includes experience with contracts and grants.
Substitution: Additional qualifying experience may be substituted for education on a year-for-year basis up to a maximum of four (4) years.

NECESSARY SPECIAL REQUIREMENTS
For this recruitment, previous work experience in the following areas is required:
  • Managing contracts and grants to ensure compliance;
  • Monitoring and interpreting regulations to determine impact on operations and management functions;
  • Establishing and maintaining effective working relationships with a variety of team members and stakeholders;
  • Excellent written communication skills must be demonstrated in the employment application and in the responses to the supplemental questions; AND
  • Possession and maintenance of a valid California Driver license.
DESIRED
Experience related to:
  • Mental Health and Substance Use Services programs and related services;
  • CalAIM regulations or similar regulatory/system change initiative;
  • Requests for Proposals (RFP);
  • Managing or supervising contract based fiscal and operational management issues;
  • Staff supervision and management;
  • Making public presentations;
  • Bachelor degree in Health Services, Public Administration, or Business Administration.
OTHER REQUIREMENTS
This position may be subject to State Health Officer Orders regarding vaccine verification and/or testing. These requirements are a condition of employment. Knowledge, Skills, and Abilities
Working knowledge of: the principles and techniques of program and project management, budgetary preparation and analysis, fiscal management, organization and staffing, administrative application of data processing, public relations and customer service support, and personnel administration as applicable to allocated level and program; principal techniques and methods applicable to assigned program.

Ability to: analyze administrative and fiscal problems, resolve issues satisfactorily and in a timely manner, prepare a variety of written reports and recommendations, speak effectively in public and with the public, and plan, organize, and supervise the work of others.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis.
