JOB SUMMARY

Hiring Range: $52,099.14 - $61,293.11
Full Salary Range: $52,099.14 - $70,487.07
DEFINITION
Under basic supervision, the Buyer provides support and assistance to the Purchasing Manager by processing purchase orders for goods and services for the Town in compliance with state and local laws, policies and procedures.

SUPERVISION RECEIVED AND EXERCISED

  • Receives supervision and direction from the Purchasing Manager.
  • No Supervision is exercised.

EXAMPLES OF DUTIES

Duties and responsibilities include, but are not limited to, the following:

Essential Functions

  • Prepares and solicits bids, quotations and proposals for the purchase of various goods and services utilizing the e-procurement system.
  • Processes purchase requests to ensure compliance with all applicable purchasing laws and internal policies.
  • Issues purchase orders, monitors the terms and conditions of purchases, and ensures complete and accurate documentation of purchases.
  • Assists with administering the p-card program; processes requests, handles related issues, and conducts monthly review of p-card expense reports.
  • Utilizes purchasing systems for electronic procurement (e-procurement), requisitions, purchase orders, and other purchasing systems as required.
  • Maintains fleet fuel accounts, First Responder toll tag accounts, and other related fleet accounts as assigned.
  • Assists with maintaining insurance certificate tracking program.
  • Maintains a vendor outreach program, to include researching and identifying possible sources for various goods and services, including the use of cooperative purchasing programs, and responds to vendor inquiries; sets-up vendors in the financial system and processes credit applications.
  • Assists with administering training on purchasing laws, policies and procedures and provides technical support for purchasing systems.
  • Assists the Purchasing Manager with other duties as assigned.
  • Travels to attend meetings, conferences and training.

QUALIFICATIONS

Knowledge of:

  • General operational characteristics, services and activities of local government purchasing.
  • State and local procurement policies, laws and regulations.
  • General business practices in the field of public government.
  • Maintaining purchasing systems.

Ability to:

  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Effectively communicate both orally and in writing.
  • Prioritize and organize various assignments under aggressive deadlines in order to produce efficient results.
  • Follow directions and exercise independent decision-making when necessary.
  • Operate standard office equipment.
  • Effectively use a computer for spreadsheet tracking and analysis and administer database applications in an automated procurement environment.
  • Read and understand reference and legal material, such as the Local Government Code.
  • Stay current on changes in public procurement processes or applicable legislation.

Experience and Education Guidelines:
Experience:

  • Two years of work experience in purchasing, public procurement, or a related field.
  • Preference given to individuals with governmental experience as a buyer

Education:

  • Associate’s degree in a related field.

Equivalent combination of education and experience may be considered.
License or Certification:

  • Certified Professional Public Buyer (CPPB) or Certified Texas Purchaser (CTP) preferred.
  • Must possess a valid Texas driver’s license.
  • Must pass MVR check.
  • Must pass pre-employment drug screening and background check.

  • Regularly required to sit, use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk or hear.
  • Must be able to walk, stand, stretch, bend, twist, stoop, and kneel.
  • Frequently required to lift and/or move up to 30 pounds.
  • May occasionally lift objects up to 50 pounds.
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • May be subject to repetitive motion such as typing and data entry.
