Position Summary

Provides procurement services to all departments. Prepares specification documents, vendor surveys, and document purchases. Verifies funding availability. Maintains all purchase order systematic records. May assist in budget development

Work Hours: 7:30AM to 5:30PM Monday- Thursday, 7:30AM-11:30AM Friday

Essential Functions

  • Completes departmental purchase orders for supplies and service.
  • Drafts and prepares assigned bid specification packets for vendor distribution.
  • Obtains verbal and/or written quotation on requested products.
  • Answers vendor inquiries by phone or in person.
  • Monitors delivery and acceptance by departments on purchased goods and services.
  • Drafts and prepares vendor correspondence.
  • Monitors compliance of insurance certificates
  • Tabulates bid and prepares evaluation sheets for recommendation of award.
  • Evaluates bids and proposals and monitors contracts for compliance to specifications.
  • Assists Accounts Payable if needed.
  • Coordinates auctions as needed.
  • Manages the sale of City surplus property through on-going auction process.
  • Performs all other related duties as assigned.

Minimum Qualifications

Education


  • Associate's Degree required.
  • Every 2 years of related job experience may substitute for one year of the required education.
Experience
  • 1 year of experience in purchasing, accounting, as a buyer in a centralized purchasing operation or in a related field. Experience in local government or governmental is preferred.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:
  • Knowledge of applicable state laws and City codes.
  • Knowledge of vendor selection criteria and availability.
  • Knowledge of general office procedures.

Ability to:
  • Ability to accept responsibility and account for his/her actions.
  • Ability to follow instructions, safety practices and standard operating procedures in performing assigned tasks.
  • Ability to be punctual and attend work regularly
  • Ability to work effectively with people regardless of their age, gender, race, ethnicity, religion, or job type.
  • Ability to perform work accurately and thoroughly.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to read and interpret drawings.
  • Ability to effectively and efficiently give and receive information.
  • Ability to make independent decisions utilizing sound judgment.
Skills
  • Skill in use of personal computer including Microsoft Office or similar word processing programs, e-mail, and the internet.

Special Requirements


  • Must submit to and pass a pre-employment drug test.
  • Must have acceptable credit history.
  • Must possess a valid State of Texas Drivers License Class ā€œCā€ and good driving record as defined by City policy.
  • Certification from a Nationally recognized Purchasing Association preferred.
