General Definition of Work

Performs intermediate skilled technical work coordinating multiple projects and assisting in the deployment of new technologies and enhancements of existing technologies. Collaborates with Business Technologists to prioritize assigned work tasks. Work is performed under the limited supervision of the Business Technology Supervisor.

  • Provides department project management in collaboration with the Business Process Analyst, Business Technology Supervisor, internal stakeholders and external vendors

  • Develops forms, reports, templates, workflows, and scripts in business platforms

  • Develops business platform training materials and curricula for staff

  • Coordinates and provides end-user training.

  • Assists in the planning and deployment of new technologies.

  • Assists with the maintenance and enhancement of existing technologies.

  • Assists with the documentation and implementation of best practices for HHS business development.

  • Coordinates purchasing, scheduling and deployment of department business technology needs

  • Prepares the preliminary technology budget assuring good stewardship of available resources.

  • Performs department-wide operational tasks related to system security, technology policy enforcement, technology communications and other key operational tasks.

  • Performs other duties and activities as assigned.

Minimum Qualifications & Knowledge, Skills and Abilities

Education and Experience

Associates/Technical degree in management information systems, or related field, and three years of experience as a specialist in business software, supporting business technology projects, developing processes and solutions in various business platforms (including web-based platforms) or an equivalent combination of education and experience.

A valid driver’s license or evidence of equivalent mobility is required upon hire.


Knowledge, Skills and Abilities

Knowledge of database, spreadsheet and word processing software and general business system and technical concepts; knowledge of project management concepts, fundamentals and techniques; knowledge of computer systems and programs used to administer Department programs; general knowledge of Minnesota data practices laws; knowledge of, or ability to learn, County government work flows and processes; knowledge of budgeting principles sufficient to provide input into a department budget and manage assigned budget responsibilities; skill in the use of standard office equipment, including computers and software programs; verbal and written communication skills sufficient to effectively develop training programs, present information, conduct training, and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to read, understand and interpret technical documents; interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc. sufficient to exchange and or convey information and to receive work direction; ability to develop in business platforms including Office365, SharePoint, OnBase, and web platforms; ability to effectively assess minor system problems and to acquire necessary resources and expertise to correct; ability to perform data entry into various databases; ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
