BUSINESS MANAGER

The Mid Valley School District is seeking a business administrator to provide leadership in all district business functions. Mid Valley School District has an enrollment of approximately 1,900 students, 200 employees and an annual budget of $34.5 million. Candidates with a degree in Business Administration or Accounting required, MBA/CPA, and/or related field experience in school business operations preferred. Candidate must be skilled in budget preparation, auditing, finance, investments, insurance, purchasing, payroll/benefits and administration of school operations. Candidate must possess exceptional interpersonal and teamwork skills as well as strong computer, analytical and supervisory skills.

MID VALLEY SCHOOL DISTRICT

POSITION DESCRIPTION BUSINESS MANAGER

I. The Business Manager shall be responsible to the Superintendent and shall consult with him or her on matters relating to the Business Manager’s areas of responsibility.

II. Basic Duties and Responsibilities

The Business Manager shall be responsible for the following matters:

A. Managing the District’s financial affairs and developing and administering sound business practices.

B. Directing and supervising the work of all Business Office personnel.

C. Gathering data and developing the annual budget, in co-operation with the
Superintendent.

D. Maintaining the District’s financial records and supervising and controlling the allocation of District funds.

E. Preparing and advertising requests for bids.

F. Developing the District’s payroll and maintain records of same, and maintaining the general ledger, general journal, and inventory of District supplies.

G. Preparing the supply lists, tabulating bids, ordering supplies and equipment, approving and executing all purchase orders and invoices. He/she shall be responsible for maintaining up-to-date records for each cost center regarding purchase orders, delivery forms, invoices, cancelled checks, records of expenditures, and other financial data.

H. Administering the District’s retirement, social security, withholding tax, group insurance, individual earning records, and workmen’s compensation program.
He/she shall study and recommend District insurance programs and complete all state and federal reimbursement reports.

I. Preparing records as directed by the Superintendent of Schools regarding monthly financial statements and budget expenditures, as well as other reports pertaining to financial matters.

J. Making provisions for and working cooperatively with local, state, and federal auditors and maintain audit reports.

K. Serving as financial advisor in employee negotiations.

L. Administering Board policies, administrative procedures, and administrative directives received from the Superintendent.

M. Keeping abreast of developments in the field of school business management through continuous study and to suggest improvements in the District’s business operations.

N. Working cooperatively with all Central Office administrators, building administrators, and supervisory personnel to develop the procedures used by the
Business Office to provide the services needed to implement the School District’s financial plan.

O. Performing such duties as may be delegated by the Superintendent.

III. Additional Duties

A. Serving as The District’s Open Records Officer and performing the duties required by such position, in accordance with Pennsylvania’s Right to Know Law.

IV. WORK ENVIRONMENT

While performing the duties of this job, the employee regularly works inside. The employee must be able to meet deadlines with severe time constraints. The employee frequently will work irregular or extended hours while performing the duties of this job. The employee may be required to work in the building alone. The employee may be responsible for the work output of other people and must meet multiple demands from several people.

The noise level in the work environment is usually moderate.

V. PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; occasionally walk and stand. At times, the job will require sedentary work. Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus. The employee is required to be able to hear conversations in quiet environments. The employee is also required to read print of various sizes.

VI. MENTAL/MOTOR DEMANDS

While performing the duties of this job, the employee rarely performs routine work. The employee frequently shifts from one task to another and must be able to shift his or her focus from task to task, even when there are interruptions in the environment. Guidance and reinforcement are infrequently available. The employee frequently works within time constraints and maintains attentiveness intensity. The employee is frequently involved in social interactions which require oral and written communications, including communications professional and non-professional employees, parents, students, School Board members, and members of the public.

QUALIFICATIONS
Required Skills and Experience:

  • Prior related experience in business or in a school district
  • An understanding of fund accounting and generally accepted practices
  • Knowledge of finance and budgeting principles
  • Strong leadership skills and personal drive
  • Ability to establish and maintain effective working relationships
  • Ability to build partnerships with community organizations
  • Ability to work within District requirements and Board policy
  • Ability to effectively manage time and responsibilities
  • Ability to handle stressful situations
  • Strong communication skills (both verbal and written)
  • Be optimistic, positive in spirit and a promote the District's goals

Education Requirements:

  • Bachelor Degree in Business Administration/ Accounting or in a similar related discipline from an Accredited College or University
  • MBA/CPA Preferred
