Overview/ Job Responsibilities:
The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure. CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).

CISA’s information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs. This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA’s ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.


Working with an enterprise network architecture, engineering, and implementation team supporting our Federal customer, the Business Analyst supporting Technical Solutions Engineering and Implementation projects interfacing with customers in identification of technical requirements, including engineering and implementing network, identity and access management, mobility, asset management, imaging, application and systems development, collaboration capabilities, cloud hosting, communication services, and solutions connectivity to cloud services to facilitate migration to the cloud; engineering and implementing solutions and capabilities in data centers, CISA facilities, and/or cloud environments; providing Tier 3 escalation support to troubleshoot and resolve related issues in a timely manner; and transitioning management of solutions to operations and support team for continued operations and maintenance.


Primary Responsibilities:
  • Work with clients and end users to identify functional and technical requirements for new or enhanced capabilities
  • Conduct Return on Investment (ROI) analyses and develop business cases for the procurement and implementation of new related technologies and services.
  • Create and maintain an Enterprise Network Taxonomy document
  • Develop and maintain an Enterprise Technology Strategy and Target Architecture, establishing architecture standards, and developing the conceptual and logical designs for related systems
  • Develop identity and access management, mobility, asset management, imaging, and application and systems development
  • Develop cloud hosting and communication services and solutions
  • Work collaboratively with team members to design a solution that will meet a client’s business requirements and fulfill user stories
  • Collaborate with developers to test and verify that solutions will meet the business requirements
  • Participate in key meetings with clients including requirement sessions, system demos, user acceptance testing, and end user training
  • Must be able to effectively design in accordance with DHS and CISA security requirements to achieve the architecture and engineering objectives of ensuring a secure scalable, interoperable, and flexible system when architecting and designing solutions, strategies, and/or services.
Minimum Qualifications:

Associate’s degree and at least 1 year of experience providing Business Analyst services to the DHS (preferred); without a degree 2 additional years of experience would be required:

  • Over 1 year experience providing Business Analysis specifically utilizing Agile Methodologies and knowledgeable of SDLC
  • Proficiency in Microsoft Office Suite (PowerPoint, Outlook, MS Teams, Word, Excel)
  • Experience with ServiceNow
  • Experience with data analytics (Advanced Excel, PowerBI, and/or Tableau)
  • Ability to juggle and prioritize multiple tasks within a collaborative team environment
  • Demonstrates flexibility and willingness to do what it takes to get the job done
  • Demonstrated ability to communicate effectively both verbally and writing
  • Ability to come on-site at CISA HQ in Rosslyn/Arlington 1-2 days a week
Must be able to provide proof of U.S. Citizen and be able to obtain a DHS clearance with CISA

Desired Qualifications:
  • Experience working in a Government Information Technology organization preferred
  • Experience working in Confluence and JIRA preferred

Clearance Preference:
  • DHS EOD - 1st priority
  • Any DHS badge + DoD Top Secret or Secret - 2nd choice
  • DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance – work can only begin once the clearance is fully adjudicated)
