DARS a 2022 ATD Best Winner in Talent Development is seeking an Budget Analyst.
The Division of Fiscal Services supports the Agency mission through the provision of quality financial management, administrative support, procurement, and facilities management services. All financial support services are delivered with the goal of maximizing the funds entrusted to the Disability Service Agencies by the Commonwealth of Virginia.
To prepare assigned DSA biennial budget(s), participate in securing legislative approval of the budget, and to insure proper management of the budget, working closely with administrative and management staff and with accounting and fiscal technical staff. To provide needed budget support and expertise with functions including budget development, budget execution, fiscal analysis, revenue and expenditure projections, and budget status analysis on an agency-wide or individual program level.

Minimum Qualifications
Experience in government accounting, and/or financial analysis.
Knowledge of generally accepted accounting principles, governmental budgeting techniques, financial analysis and reporting, and financial and program audit requirements.
Skill in collection, compilation, and presentation of data in both oral and written form.
Ability to interpret and apply Federal and State laws, rules and regulations relating to fiscal matters, design and carry out highly technical analytical studies, communicate effectively, both orally and in writing, on technical subject matters, and use computer spreadsheet technology for financial and budget tracking and forecasting applications.

Preferred Qualifications
A Bachelor’s degree with coursework in business, public administration or related field.
