This is a telework position that may require occasional travel throughout the State of Minnesota for site/program visits. This position may also require work in the office (Vadnais Heights) as needed. Upon hire, a Telework Agreement will be completed.

Job Summary


This position will serve as a member of the Community Based Services (CBS) Senior Leadership Committee and will serve as the Behavioral Health Services Director for CBS. It exists to develop, provide direction, supervision and oversight of the behavioral health services and processes for all CBS programs throughout the State of Minnesota. The position will establish, enhance, and assure the competency of departments, standardize quality practices, and ensure core competencies for department members across the organization. The incumbent will provide positive leadership across the programs and represent non-medical behavioral health services at policy and planning meetings. The incumbent will be responsible to assure the non-medical behavioral health services function according to the standards of Minnesota Statutes directing CBS services, CARF and DHS Policy and Licensing.

Primary responsibilities of the position include, but are not limited to, the following:

  • Assist CBS Directors and Managers in designing and implementing innovative programs utilizing Evidence Based Practices (EBPs) that meet the evolving needs of those we serve in positive, person-centered, trauma informed treatment environments. Services also include behavioral technology transfer of existing practices to meet the unique needs of CBS service lines and the individuals they serve.
  • Serve as the Behavioral Health Services Director for CBS by providing direction, supervision, and oversight to clinical services staff across CBS. Establish, enhance, and assure the competency of programs staff, standardize quality practices, and ensure core competencies for division members across CBS.
  • Oversee the delivery of all behavioral health services in CBS programs across the State of Minnesota; increase the effectiveness, offerings and efficiency of the behavioral health processes and supports.
  • Coordinate the oversight of the delivery of services in areas of responsibility so that the mission, goals and functions of the division and the programs are accomplished, and all people served receive safe, quality care
  • Comply with all conditions of employment including compliance with Staff Bylaws, Rules and Regulations, safety and health standards, policies, and procedures.
  • Promote innovation and application in the delivery of Core 4 Principles (Person-Centered Thinking, Positive Behavior Supports, Trauma Informed Care and Motivational Interviewing).
  • The Behavioral Health Services Director is a statutory unclassified appointment and serves at the will of the appointing authority.

Qualifications

Minimum Qualifications

  • Master's degree in public health, healthcare administration, business administration, leadership or closely related field or clinical degree
  • 5 years of behavioral healthcare administration or management experience in a hospital or large residential or vocational support program. Experience must include:
    • An ability to identify and cultivate talent, engender mutual respect, promote a culture of high performance and teamwork, and prioritize professional development; resulting in engaged staff and a healthy, collaborative environment
    • Demonstration of strong business acumen, a sophisticated knowledge of behavioral healthcare systems, and experience in making complex and difficult decisions
    • Experience leading in behavioral healthcare programs and experience with systems regulated by The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Commission on Accreditation of Rehabilitation Facilities (CARF), National Association of the Dually Diagnosed (NADD) or other regulating and oversight organizations.
    • Experience with current practices within the fields of clinical psychology, behavior analysis, community consultation, vocational supports, program evaluation and research, and organizational development
    • Experience with budget management.
