Disaster Behavioral Health Coordinator

AdCare Educational Institute of Maine, Inc. is seeking to hire a highly motivated and experienced Disaster Behavioral Health Coordinator in Augusta, ME. This full-time, salaried, position will work on our contract with the Maine Department of Health and Human Services (DHHS), Maine Center for Disease Control and Prevention (CDC).

The position requires a strong public health/clinician/educator with demonstrated interest in disaster behavioral health as well as public health and volunteer management to coordinate and implement the Disaster Behavioral Health preparedness and response initiatives for the Maine CDC as well as prepare and oversee the Disaster Behavioral Health Response Team.

Essential Functions:

· Coordination of disaster behavioral health activities for Maine CDC.

· Prepare the volunteer Disaster Behavioral Health Response Team for activation.

· Provide guidance, trainings and resources to behavioral health providers and response partners on effectively providing disaster behavioral health support during and following a public health emergency, disaster or mass violence incident.

· Maintain Maine CDC’s Public Health Emergency Operations Center’s (PHEOC’s) capability to effectively identify responder safety and behavioral health risks to mitigate the expected impacts that may be experienced by public health professionals, health care volunteers, emergency responders and communities.

· Develop training materials based on evidence-informed research.

· Demonstrate experience in policy, procedure, and protocol development and writing emergency operations plans.

· Managing or coordinating volunteers in real-world emergencies or drills and/or exercises.

· Demonstrated knowledge in the areas of disaster behavioral health, volunteer management, public health, and emergency management

· Exceptional relationship building skills and interpersonal skills to encourage collaboration and provide partner support

· Ability to thrive as a member of a team and work effectively on independent duties

· Familiar with clinical and research issues regarding the expected psychological, physiological and behavioral impact of disasters on response professionals, healthcare providers, individuals with access and functional needs, as well as public health emergencies community members.

· Experience with all-hazards disaster planning, state emergency management response, and disaster behavioral health tools

· Experience with grant reporting and technical writing

· Organizational management, presentation and public speaking skills to facilitate groups and trainings.

· Skill/knowledge of the identification, assessment, and treatment of common mental health and substance abuse symptoms and syndromes that frequently follow a natural disaster, mass violence incident or public health emergency.

· Skill/knowledge about psychological first aid and other interventions effective in disaster behavioral health.

Minimum Requirements:

· Bachelor’s Degree in Public Health, Psychology, Nursing or other related fields, and

· Three (3) years of full-time, or equivalent part-time, professional experience in behavior health, combined with three (3) years’ experience in public health, health care, emergency management or other relevant field

Preferred Requirements

· Master’s Degree, or greater, in Public Health, Social Work, Nursing or other related field

· At least three (3) years’ experience in project coordinator/management capacity

· Completion of FEMA trainings including: IS-100, IS-200, IS-300, IS-400, IS-700, IS-800 and HSEEP

Travel: 25%-30% travel time. Travel will be required. Employees must have reliable transportation a current and valid Maine Class D Motor Vehicle Operator's license or the equivalent from another state.

Schedule: While we expect the schedule to generally be a routine scheduled forty (40) hours, due to the critical nature of emergency response requirements, there may be additional requirements of time, potentially including holidays or weekends.

Physical Requirements: Must be able to lift and move a maximum of 40lbs; Position requires sitting, standing, bending, and repetitive movements.

Pay: $55,265.00 - $57,618.00 per year
