POSITION TITLE: Assistant Vice President (AVP), Development

LOCATION: Rochester Corporate, Manhattan Corporate, Tysons Corner, Fashion District Philadelphia

Position Description: The AVP, Development is responsible for delivering development, redevelopment, and renovation projects from the initial feasibility/concept state through completion. The position requires demonstrated experience with the management of projects, strong leadership, and collaborative skills. Experience with retail and specifically shopping center/mall projects is preferable. The AVP, Development will be required to direct real estate services staff and make presentations to Senior Executives within the organization.

Essential Job Functions:

  • Review local zoning ordinances and work with land use attorney to create strategies for development and redevelopment projects.
  • Work with site/civil engineers and/or expediters to understand all permitting requirements for projects- site plan approval, variances, building permits, temporary and final certificates of occupancy.
  • Coordinate with city/municipal staff on entitlements.
  • Work with Leasing and senior management to create a vision and goals for the project.
  • Work with Preconstruction to establish projects budgets and schedules and monitor them throughout the development and construction process.
  • Work with Asset Management to develop project pro formas.
  • Collaborate with Leasing and Design & Planning to develop a conceptual design.
  • Evaluate parking impacts associated with the development and work with the Legal department to develop REA amendments, department store and major tenant agreements, and site plan exhibits.
  • Assist department store representatives with obtaining department store and major tenant approvals.
  • Establish contracts with predevelopment consultants including planners, engineers, architects, and market study professionals.
  • Assist in land use counsel selection based on knowledge of the local political arena, local connections and relative experience.
  • Collaborate with Construction during bidding and selection of general contractors.
  • Obtain all required entitlements and approvals and work with Construction to obtain permits, TCO’s and FCO from appropriate governmental authorities.
  • Work with local governmental agencies to negotiate economic development incentives when possible.
  • Work with Leasing to monitor leasing of space, rents, landlord costs for tenant work and tenant allowance expenditures against approved pro forma.
  • Negotiate landlord work letters with tenants and provide support to Leasing and Legal on the negotiation and preparation of letters of intents, leases and lease exhibits.
  • Collaborate with Construction to monitor project costs and progress throughout construction.
  • Support Legal with the development of purchase and sale agreements. Oversee civil engineers/surveys to prepare subdivision plans and lead the local approval process.
  • When requested, work with and manage fee developers on larger development projects.
  • Support Asset Management with reporting required with joint venture partners.
  • Work with Development Accountants to process 3rd party invoices and oversee project forecasting.
  • Manage, direct and mentor junior staff members by providing guidance and direction to ensure that quality work products are developed while maximizing their growth opportunities within the organization.
  • Work with the Development team to investigate and utilize green building technology, energy efficient design and sustainable design ideas for all projects.
  • All other duties as assigned.

Requirements and Qualifications:

  • Minimum 5 to 7 years’ experience in the management and completion of retail development projects.
  • Mixed use development (retail, office, residential, entertainment, restaurants) experience is a plus.
  • A development project history is required.
  • Bachelor’s degree in Architecture, Planning, Construction, Engineering, Finance or Management is required.
  • An advanced degree in Management (MBA) or Legal (JJD) is a plus.
