Founded in 1974, YouthCare was one of the first programs to serve runaway and homeless youth on the West Coast. The goal was to help young people find safety today and build a future for tomorrow. Using a youth-centered approach, we ensure that young people experiencing homelessness ages 12-24 have the hope, skills, and confidence to gain long-term stability.

POSITION SUMMARY: Under the direction of the Senior Director of Engagement and Workforce Services, this position will provide leadership and management to the Workforce Services team. The role includes programmatic visioning and oversight, contract management, staff supervision, operational prowess, partnership development and stewardship, and strategic thinking. This role will specifically oversee staff and programming related to workforce development. The Associate Director will lead the development of sector focused/industry training pathways for the Constellation Center in collaboration with other department and agency leaders. Additionally, the role will be responsible for the development and management of various strategic partnerships, including growing employer engagement relations and communication. While setting high standards for both staff and young people, the Associate Director will foster a nurturing and collaborative environment that creates and maintains culturally relevant experiences that set participants along pathways to stability, independence, and success.

This role will additionally be responsible for all required data management, budget monitoring, policy, and procedure creation and implementation, and partnering with internal and external stakeholders, including volunteers, other YouthCare staff, and community partners to ensure client progress toward YouthCare’s four core outcomes – housing stability, economic stability, wellness, and networks of support.

TEAM OVERVIEW: The Engagement and Workforce Services Team includes approximately 55 team members focused on building relationships, restoring trust, and planning for the next steps as youth and young adults prepare for independence. The staff helps young people learn soft skills and take attainable first steps toward longer-term employment. The Team offers transformative ways to build skills and confidence to explore a career and gain long-term employment. The Engagement and Workforce Services Team spans seven program sites- Orion Center; UDYC; South Seattle site; YouthBuild programming at the South Seattle College campus; YouthGrow programming at the Interagency Academy; the Denny Shell space (slated to open in 2023); and the Constellation Center (slated to open in 2026).

The Engagement and Workforce Services division within YouthCare’s Programs Department is responsible for connecting youth and young adults to services that provide continuity and stabilization, connecting young adults to critical resources and services to prevent homelessness, outreaching into the community to educate the public, and share the work YouthCare is doing to end youth homelessness; and working internally to foster an integrative service delivery approach that elevates team member competencies and success in providing culturally relevant services.

AGENCY OPERATIONAL RESPONSIBILITIES:

  • Maintain dynamic collaboration with the Senior Director and all department leadership concerning program functioning and budgets, service quality, cross program partnerships, and achieving agency goals.
  • Supervise workforce services staff teams and oversee current and future workforce programs and services
  • Collaborate and vision-cast with staff across the agency to build and support a culture of workforce development as a mission imperative
  • Provide leadership across the agency’s workforce services, employment and education programs, employer engagement efforts, and current and emergent workforce partnerships.
  • Actively participate in internal agency, local, regional, and state-wide boards, committees, task forces, and projects as assigned; and attend conferences as required.
  • Manage external relations including funders and other community resources, as assigned
  • Complete monthly, quarterly, and annual, internal, and external programmatic and fiscal reporting
  • Develop and implement training for staff, as needed.
  • Participate in grant-writing processes – including generating content, narrative, data, and budget materials; and guarantee completion of all required programmatic and fiscal reporting.
  • Participate in annual budgeting process; develop and complete program and contract budgets.
  • Track and facilitate monthly program expenses, oversee program budgets for compliance, appropriateness of fund use, and on-time completion of monthly expense reporting.
  • Develop and provide presentations for internal and external audiences.
  • Collaborate with leadership to steer programming toward best practices.
  • Ensure execution of Performance and Quality Improvement (PQI) tasks and accreditation standards and adherence to all agency policies and procedures

SUPERVISORY RESPONSIBILITIES:

  • Build, maintain, and lead a high functioning cohesive team. This includes recruitment, hiring, onboarding, training, scheduling, evaluation, coaching, professional development, and team building. This position supervises 2-4 direct reports.
  • Schedule and attend weekly supervision meetings for all direct reports, complete performance reviews for all direct reports in a timely manner.
  • Set clear and attainable goals for staff and programs; hold regular performance reviews against these goals, taking a strengths-based and data-informed approach.
  • Champion and lead professional development opportunities that align with workforce development and youth development best practices; facilitate training as needed.
  • Provide supervision and support to college-level interns and practicum students; including partnering with educational institutions and attending training as required.
  • Guide coverage and support plans for the team and program participants, in the event of staff absences or position vacancy; this may occasionally involve providing direct coverage including teaching classes, supporting with case management needs, and coordinating program operations.

PROGRAMMATIC RESPONSIBILITIES:

  • Oversee the inception, design, maintenance, implementation, and adaptation of YouthCare’s workforce programming (existent and emergent), including vocational training, work experiences, and career-connected pathways in collaboration with staff and clients, and aligned with industry best practices.
  • Oversee strategic vision for integrated curriculum and program development across workforce services that is culturally and contextually adapted for YouthCare’s target population, including managing partner relationships related to curriculum and program design.
  • Establish and maintain effective and positive relationships with relevant entities, including families, schools, homelessness service agencies, public service groups, community partners, and stakeholders.
  • Monitor contract compliance and spending, ensuring that performance standards and deliverables are met, reporting is complete and accurate, and that programs operate within budget guidelines.
  • Oversee programmatic file management, ensuring all data is accurate, timely, and secure.
  • In collaboration with staff and clients, develop and implement programmatic processes that incorporate and center youth voice and improve service quality.
  • Maintain a focus on continuous quality improvement and lead the implementation of strategies that will improve program recruitment, outcomes, services, design, and operational processes.
  • In collaboration with the Senior Director, co-lead the design of new workforce development programs and partnerships in advance of the Constellation Center’s launch, specifically Business & Entrepreneurship, Human Services, Medical Services, and Construction and Trades
  • In collaboration with the Senior Director, design and propose staffing plans and hiring proposals for new programs, and then activate those plans in a timely manner to ensure successful execution of new Workforce Development pilot and pathway programs.
  • Collaborate with agency, department, and program leadership to identify new funding and program opportunities, develop program descriptions, and create program outcomes to ensure program sustainability prior to and throughout the implementation phase of new programs/services in workforce development programs; participate and/or lead strategic planning groups, as needed.
  • Establish and manage key external relations including funders, enterprise and local employers, partners, and other community resources. In collaboration with the Program Manager of Partnerships and Workforce Strategy, set direction and expectations for YouthCare’s employer engagement efforts.
  • Understand and expand referral connections with social services and other community institutions; ensure staff familiarity with available resources.
  • Work closely with agency leadership to develop and evolve equitable policies and processes related to program enrollment and design.
  • Perform other duties, as assigned by supervisor.

QUALIFICATIONS –

MINIMUM REQUIREMENTS:

  • Bachelors Degree in Social Work or relevant field of study and 4+ years of relevant work experience, OR an equivalent combination of education, relevant work experience, and/or lived experience (6+ years) serving young people experiencing homelessness, housing instability, poverty, and systemic oppression
  • 3+ years of experience in workforce development or educational services (or equivalent)
  • 3-5 years of supervisory experience or strong history of effective leadership experience.
  • Extremely well-organized, detail-oriented, and able to thrive in a busy environment.
  • Creative, self-driven, and proactive problem solver with comfort to perform a variety of duties.
  • Strong oral and written communication skills with good command of spelling, grammar, and punctuation
  • Proven word processing and overall computer expertise including MS Office, Power Point, Publisher, and an aptitude for learning new software programs.
  • Ability to accurately maintain and produce files, records, logs and reports.
  • Ability to maintain professional boundaries with clients while building trust and respect.

  • Experience designing and operating programs and conducting data-driven continuous improvement process.
  • Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process, and must be at least 21 years of age. DCYF Clearance must be maintained for the entirety of employment when working with under-18 clients.

PREFERRED QUALIFICATIONS:

  • Master Level Degree in Social Work, Human Development, Psychology, Business, or related field
  • Bilingual

CONDITIONS OF EMPLOYMENT:

  • Must be able to provide I-9 supporting documentation for employment.
  • Ability to provide a negative TB Test (results must be within one year of hire date).
  • Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years old, possess a valid Washington State Driver’s License, and meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van training. Drivers under the age of 25 must have been licensed for at least three years, and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
  • Ability to obtain a current Food Handler’s Card
  • Successful completion of pre-service training as required by contracting agencies. Training includes CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.
  • May be required to assume responsibilities or duties within the agency not specifically delineated in this job description for short periods of time or on an infrequent basis.
  • Computer software skills, including Windows, Microsoft Outlook, Microsoft Word, and Excel.

PHYSICAL REQUIREMENTS:

  • Ability to perform a range of physical motions, exerting up to 50 pounds. Lifting and carrying up to 50 pounds; standing, walking, and sitting for long periods; kneeling, squatting, and stooping; running for brief periods; and going up and down stairs.
