Your Impact


  • Develop policies and programs that will shape the future of affordable housing in Irvine.
  • Facilitate the funding of vital housing-related services and homelessness prevention programs.
  • Provide appointed and elected officials with the information they need to make key decisions regarding affordable housing.

Minimum Qualifications
  • Bachelor's degree in urban planning, transportation planning or engineering, geography, architecture, economics, landscape architecture, public administration, or related field.
  • Three years of responsible planning experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Best Fit
  • Experience working in local government, a nonprofit organization, or the private sector creating affordable housing policies, implementing affordable housing programs, developing affordable housing, or reviewing residential entitlements applications.
  • Knowledge of the residential development process, gap and leveraged financing, affordable housing pro forma, density bonus law, inclusionary housing policies and implementation, and/or affordable housing monitoring.
  • Ability to prepare and process statistical and written reports.
  • Experience preparing and managing Requests for Proposals and Notices of Funding Availability, loan application review and/or grant-making.
  • Experience working for or with entities developing affordable housing units, programs, policies, or financing mechanisms.
  • Exceptional customer service skills both verbal and written.
  • Comfortable with making public presentations at community outreach events, commission meetings, City Council meetings and/or other public events and meetings.
  • Team player with a track record of internal and external relationship-building.
  • Strategic thinker able to address immediate tasks while also thinking about how to achieve big-picture and long-term goals.

The Community Development Department focuses on planning and implementing standards that maintain the City’s high quality of life. The department consists of three divisions: Planning & Development Services, Housing, and Building & Safety. Planning and Development Services oversees all current and long range-range planning programs for the City. The division develops, maintains and implements the General Plan and Zoning Ordinance policies and standards. The division is responsible for reviewing and processing all development applications and permits, assisting residents, businesses and developers on all land use planning and zoning inquiries, and coordinating regional and interagency planning efforts. Housing oversees the Cities Inclusionary Housing Ordinance, Affordable Housing, One Irvine Residential Rehabilitation Program and all Housing grants. Building and Safety’s permit counter, plan check, inspection, code enforcement, and water quality teams ensure that development in the City of Irvine is designed, constructed, used, and maintained in accordance with Irvine Municipal Codes, California Building Codes, and Water Quality standards.

The Process
The selection process will include an examination and conduct a background investigation prior to appointment. This recruitment may establish an eligibility list to fill future positions in similar and/or lower classifications within the organization.

Retirement

The City offers the CalPERS 2% at 62 formula for new CalPERS members.; OR 2% at 55 formula for existing CalPERS members with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency. The City currently offers medical, dental, and vision insurance coverage for employees and their dependents. In addition, the City provides life insurance and a disability plan for employees.

Leave Time
80 to 160 hours of annual vacation accrual, depending on years of service; 12 paid holidays per year; 96 hours of sick leave per year; and 80 hours of annual personal leave. City employees currently work a 36/44 hour work week schedule.
