The purpose of the Assistant Vice President (VP) of Resident Services position is to assist in the management of all aspects of the Resident Services Department at the High Point Housing Authority ("HPHA" or "Agency") as directed by the Vice President of Resident Services. This position performs supervisory work and assists with the overall day-to-day operational functions of the Family Self-Sufficiency ("FSS"), Congregate Housing Services Program ("CHSP"), Hope VI Community & Supportive Services ("CSS"),, or any other programs that originate within the Agency not specifically designated to other departments. Position is responsible for assisting the V.P. of Resident Services to ensure the objectives of the HPHA to promote sufficiency and economic independence for program participants. The position assists program participants with supportive services and ensures program tracking, compliance and reporting.

All activities must support the Agency strategic goals and objectives and produce results that accomplish the goals and functions of the Resident Services Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 Assist in managing all aspects of the Resident Services’ programs including but not limited to, CSS, FSS, youth programs, CHSP, Scholars Program, Resident Opportunity Self-Sufficiency ("ROSS") programs, and other programs, and grant writing

 Supervises staff as assigned by the Vice President of Resident Services.

 Conducts training sessions, conducts seminars, and promotes and markets the HPHA programs to programs participants and the public

 Assists in the development of presentations and meets with outside entities for fundraising purposes

 Assists in planning, directing and implementing fundraisers.

 Assists with publicizing programs to program participants and the public

 Assists in working with other departments to resolve issues that impact Resident Services

 Assists in recruitment efforts of employers to hire residents; recruits residents to participate in Resident Services Programs

 Assists with the preparation of documentation for the City of High Point Consolidated Plan

 Assists with the preparation and submission of required reports to HUD, City of High Point, and other funding agencies

 Assists in the preparation of grants pertaining to Resident Services and/or other HPHA departments

 Assists to ensure compliance with regulations, policies and procedures, and contractual obligations related to grants administered through the Resident Services department.

 Assists to ensure grant goals and objectives are tracked and measured appropriately

 Assists in identifying social, economic, employment, educational, and health needs that exist among residents; provides recommendations regarding assistance to satisfy these needs.

 Attends meetings with Board of Commissioners, as needed, to update on progress of Resident Services programs; attends Workforce Development/JobLink meetings, Community Roundtable meetings, Weed & Seed Steering Committee meetings, and represents HPHA at other meetings as needed to further the mission of the HPHA and RS Department. Performs public speaking at briefings and meetings.

 Assists in preparing and updating data sharing memorandums of understanding between the HPHA Housing Authority and community agencies as needed, prepares reports, types and prepares forms, and prepares and enters into memorandums of understanding with other companies and agencies as needed.

 Assists in working with various community agencies to maintain relationships and garner resources and support for Resident Services programs.

 Assists in maintaining oversight of Resident Services Programs Coordinating & Advisory Committees.

 Assists in developing new Resident Service programs as relates to self-sufficiency, economic independence, youth services, needs of the elderly, and other identified needs.

 Assists in monitoring progress of services and community non-profit organizations receiving funding from HPHA, as applicable.

 Assists with local HUD Field Office program audits and regulatory issues.

 Serves as member of interdepartmental RFP and bid-review team, as needed.

 Participates in pre-employment interviews and makes hiring recommendations, as needed.

 Assesses the needs of residents and assists them in developing goals and action plans to accomplish those goals.

 Maintains accurate files documenting all contact and progress with residents.

 Makes referrals for needed services such as transportation, daycare, mental health counseling, substance abuse counseling, etc.

 Conducts sessions with residents for the purpose of resolving employment issues and communicates with residents regarding training and work opportunities.

 Counsels residents and former residents who have relocated as a result of a HOPE VI grant, including making home visits.

 Coordinates activities and supportive services for seniors through relationships with community agencies.

 Summarizes, batches, and prepares various reports and record. This includes: HOPE VI, Department of Housing and Urban Development ("HUD") reports, escrow accounts, FSS client reports, resident job records, job referral records, etc.

 Coordinates and maintains departmental records associated with resident participation in Section 3/MWBE activities.

 Reviews resident accounts; updates residents’ records; answers questions.

 Coordinates communication with HUD and ensures the HPHA is in full compliance with all pertinent laws, regulations and rules.

 Coordinates planning and implementation activities of the HOPE VI grant to ensure timely completion and excellent results.

 Assists in implementation of the HOPE VI grants from relocation to re-occupancy to including coordination of community and support services.

 Performs other duties as assigned.
