SUMMARY

Performs professional legal work as an assistant to the City Solicitor, performing legal work as needed, running the Law Department in the Solicitors absence, serving as a legal advisor to the Mayor, City Council, Departments, Boards, Commissions and other branches of municipal government.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following other duties may be assigned.

  • Investigating or assisting the Solicitor in the investigation of suits or claims against the City
  • Performing trial work in defending the City against suits
  • Assisting in the preparation of contracts and other legal documents in which the City is an interested party
  • Advising City officials and employees with respect to legal problems arising in connection with their duties
  • Handling most arbitration cases for police, fire and municipal grievances filed by employees
  • Attending weekly prosecutions held each Wednesday at District Court
  • Handling Municipal Court matters for the City
  • Preparing condemnation procedures and performing legal work connected with the rental, loan or sale of City property, contracts, etc.
  • Prosecuting offenses in Juvenile Court brought by the Division of Police and Department of Welfare, DCYF
  • Drafting legislation for presentation to the State legislature where interests of the City are involved and drafting laws and ordinances for the City Council
  • Performing legal research and rendering general service to the City Solicitor in handling legal matters
  • Providing legal opinions as requested
  • Performing related work as required
  • Attending City Council meetings up[on request
  • Attending and preparing cases for Claims and Pending Suits against the City
  • Handling litigation matters and preparing briefs
  • Assisting the Director of Zoning and Code Enforcement on zoning matters and attending Municipal Housing Court
  • Acting as Probate Judge when a conflict arises

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Jurist doctorate (JD) or equivalent; with experience in the practice of city law

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Must be a member of the American and Rhode Island Bar Associations

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate.

Job Type: Full-time

Pay: $47,500.00 - $60,000.00 per year
