ASSISTANT PUBLIC WORKS DIRECTOR

Salary Range 60k - 94k DOQ

General Statement of Duties

Performs difficult professional, technical, and administrative work in support of the Public Works Department.

Distinguishing Features of the Class

An employee in this class participates in planning, technical and operational assistance to the Public Works Director and the Department. Work involves assisting in administrative services including stormwater program management, budgeting, planning, purchasing, and training; and representing the department to the public, the Board and others as needed. Stormwater responsibilities include all aspects of the development and management of a Town-wide comprehensive stormwater program.

Duties and Responsibilities

Essential Duties and Tasks

Participates in the preparation and oversight of all public works operations.

Participates in the preparation and oversight of department budget.

Maintenance and updating stormwater program to implement state-issued permit; policy planning and program design for all components of a comprehensive, watershed based stormwater management program.

Develops annual goals and position objectives, tracking progress.

Administer education and outreach program; Represents the Town to other related public and private groups

Performs water and sewer system audits.

Develops in concert with department supervisors’ contract and equipment specifications; makes recommendations on purchasing and prepares documents for purchasing.

Assists the public with information, complaint resolution, and problem-solving; performs document and field research, as necessary.

Prepares, researches, and maintains a variety of documents and reports as needed for the department.

Participates in long range planning to identify and meet needs of citizens, comply with regulations.

Participates in plan review and makes comments.

Tracks capital projects and estimates costs of projected projects.

Performs in-house training with staff on technical and electronic equipment installation and operation.

Acts in the absence of the Director.

Recruitment and Selection Guidelines

Knowledge, Skills, and Abilities

Considerable knowledge of the principles and practices of public works and environmental resources administration, planning and construction,

Working knowledge of civil engineering design principles and engineering practices as applied to departmental functions.

Thorough knowledge of related Town policies, state and federal laws and regulations.

Knowledge of the equipment and materials used in the construction, maintenance and repair of water and sewer treatment, distribution and collection systems, stormwater, and streets.

Considerable knowledge of governmental budgeting, personnel and purchasing practices.

General knowledge of the principles and practices, laws and regulations relating to supervised functions,

Ability to supervise subordinates including effective communications, motivation, staffing, and coaching.

Ability to interpret and prepare complex and detailed records and reports.

Ability to maintain effective working relationships with Town officials, other public officials, employees, contractors, and the public,

Ability to present ideas effectively in oral and written form.

Considerable knowledge of PC operations and software (Microsoft Office products and ARCGIS) are required.

Physical Requirements

Must be able to perform the physical life functions of reaching, fingering, pushing pulling, grasping, talking, hearing and repetitive motions,

Must be able to perform light work exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently and/or constantly.

Must possess visual acuity to produce and review written reports and records including mathematical calculations, operate a PC, analyze data, read maps, schematic drawings, and plans.

Desirable Education and Experience

Bachelor’s degree in public administration, environmental technology, or related field and experience in a responsible administrative position in the municipal engineering, public works, or environmental resources field; or an equivalent combination of education and experience.

Special Requirement

Possession of a valid North Carolina driver's license.

May require well, distribution, collection, and stormwater system certification.
