Job Title: Assistant Director of Human Resources

Location: 401 Rutgers Avenue, Swarthmore PA 19081

Schedule: Full-time - Exempt

Position Description: The Assistant Director of Human Resources is a full-time exempt position with the purpose/s to implement and promote the delivery of employment services to meet the mission and vision of CADES as an organization. This is accomplished by ensuring compliance with all CADES policies and procedures, state regulations, accrediting measures, and insurance standards.

Duties and Responsibilities:

Operations Oversight

  • Provides daily oversight of Human Resources operations for all program and service areas.
  • Provides support to Managers and Directors aligning with CADES practice, policy, and best human resources practices.
  • Manages communication internally and externally related to all functions of human resources.
  • Responsible for daily operations related to Union employees including ongoing communication with Union Representative and union dues.
  • Provides oversight, direction and support to recruitment efforts.

Risk Management:

  • Coordinates with Assistant Director of Quality Assurance to ensure management of high-level work-related injuries.
  • Responsible for investigation of all employee-related concerns reported by employee and/or Manager/Supervisor.
  • Determines outcome for investigations ensuring alignment with regulations, CADES practice, policy, and best HR practices.
  • Supports Manager/Supervisor in determination and delivery of employee performance feedback.

Benefits Management:

  • Responsible for enrollment through Paycom Benefits Management for all benefit plans.
  • Manages annual Open Enrollment process.
  • Responsible for monthly review and reconciliation of all benefit invoices.
  • Management of COBRA including coverage continuation and termination of benefits in all benefit systems.
  • Management of Tuition Reimbursement Program.
  • Management of FSA, HSA and DCA including enrollment, reimbursement, and submission of deductions to appropriate vendor.
  • Responsible for management of FMLA and other leaves.

Qualifications/Experience:

  • Bachelor’s Degree plus five years of experience in HR role.
  • PHR or SHRM-CP credential preferred.
  • At least 5 years HR experience required.
  • Prior non-profit, human services experience helpful.
  • Experience with HRIS and Payroll System, preferably Paycom.
