POSITION SUMMARY
The Assistant Director of Community Services provides leadership and oversight of program and services as assigned. This position is responsible for ensuring the highest quality of services and the highest standard of compliance with regulatory and funding bodies. Is responsible for fiscal management within designated budget, establishing positive work culture, continued development of services as assigned, and direct supervision to employees within these programs.

ESSENTIAL RESPONSIBILITIES
Activities include but are not limited to the following:

  • Model, promote and support the organizational performance values.
  • Implement a continuous quality improvement process for the program and administrative functions.
  • Monitor quality of all programs and complete periodic audits as needed in addition to establishing an internal review process.
  • Supervise daily program operations for program, including budget monitoring, interviewing, scheduling, orientation, performance evaluation, discipline, and termination.
  • Ensure staff training, and compliance, and maintain documentation as required.
  • Ensure opportunities for staff development and maintain a work environment conducive to performance excellence and full participation of individuals or teams.
  • Maintain positive relationships with individuals being served, families, community organizations, referral sources, and governing bodies and ensure satisfaction and resolve any issues.
  • Review, analyze and manage their programs, both programmatically and fiscally, to meet the current and future needs of the people we support, their families, community, staff, and the Center.
  • Responsible for understanding and working effectively within the Center’s fiscal business processes and culture.
  • Provide proactive leadership in the development, support and achievement of the Center’s strategic goals and participate in activities as part of the administrative team.
  • Gather and analyzes information and data to make process improvement, achieve performance results, strategic planning and to facilitate leadership decisions.
  • Serve as a link between Center affiliates and other Center departments as needed to facilitate communication and coordinate programs.
  • Performs other job responsibilities within the Center as necessary and requested by their supervisor to include but not limited to meetings, trainings, and committees.
  • May be required to work additional hours to fully perform the job in accordance with the needs of the Center.
  • Continuous promotion of the Kelberman Center’s mission, vision, and values.
  • Ensure compliance with all pertinent government and Center regulations and operating standards.
  • Establish a work environment that creates positive communication between supervisors and employees and assimilates new employees to the Center’s culture.
  • Other duties as assigned.

REQUIRED SKILLS AND ABILITIES

  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.

  • Excellent time management skills with proven ability to meet deadlines.
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
  • Demonstrated proficiency in the areas of quality assurance, fiscal management and regulatory compliance of programs and services for persons with significant development and/or healthcare needs.
  • Ability to remain tactful, calm, and persuasive in controversial and/or confrontational situations.
  • Proficient with Microsoft Office Suite or related Software.
  • Must have the ability to provide fiscal oversight to programs.
  • Knowledge of regulations, billing standards, utilization, environmental trends.
  • Applies and actively shares knowledge, expertise, and best practices with team.
  • Behavior supports the mission, core values and objectives of the Center.
  • Displays flexibility and openness in daily work and encourages others to stay open to change and improvement.
  • Accepts and readily adapts to changing priorities, new ideas, strategies, procedures, and methods.

  • Addresses all concerns in a timely and efficient manner and reports any complaints to their immediate supervisor.
  • Complies with quality assurance, OSHA, HIPAA, infection control, safety and other policies set forth.

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in psychology or related field required.
  • Qualified Intellectuals Disabilities Professional (QIDP) certification.
  • At least 3-years of supervisory experience.
  • Must have a valid New York State Driver’s License.
  • This position has regular and substantial unsupervised or unrestricted physical contact with individuals receiving services, therefore, is required by law to be fingerprinted for a criminal history record check under OPWDD (Office for People with Developmental Disabilities) and most recently in coordination with the regulations of the NYS Justice Center.

WORK ENVIRONMENT/HAZARDS
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Job related tasks may involve exposure to blood, body fluids, tissue, or the potential for skin or mucous membrane contact from spills or splashes of these substances. May have exposure to unpredictable individuals and situations when working at Kelberman sites. OSHA Exposure Category II.

PHYSICAL/MENTAL DEMANDS

  • Certain deadlines and unanticipated developments may require work during evenings, weekends.
  • Must have fluency in the English language. While performing the duties of this job, the employee is regularly required to talk or hear.
  • Ability to handle stressful and unpredictable situations.
  • The employee frequently is required to stand, walk, and sit. Must be able remain in a stationary position for extended periods of time.
  • Must be able to bend, twist, reach with fingers and arms.
  • Must have the ability to lift to 25 pounds.
  • Constantly operates a computer and other office productivity machinery, such as a copy machine, scanner, computer printer, etc.

Pay: $27.00 per hour
