SUMMARY
The Assistant Director of Clinical Services performs high level, executive tasks that involve providing direction and coordination of a clinical service area to include surveillance, prevention, education and primary care for the Jefferson County Department of Health in its eight primary care clinics. Individuals in this role are required to guide and direct staff in achieving short- and long-term goals as they relate to project management within their assigned area. The Assistant Director of Clinical Services is responsible for maintaining agency standards, protocols, policies and procedures. This individual is also responsible for preparing, monitoring and administering a departmental budget. The Assistant Director of Clinical Services performs under the administrative direction of the Health Services Manager or a Medical Director, and their work is reviewed for program efficiency and effectiveness.
TYPICAL JOB DUTIES:
  • Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
  • Provides service to internal and/or external customers.
  • Delivers Electronic Medical Record (EMR) training by researching information related to the EMR, conducting training courses for staff, investigating issues related to the use of the EMR, and ensuring staff has acquired the knowledge they need to use the EMR appropriately.
  • Procures and/or manages inventory (i.e., supplies and equipment) to ensure the products and services are available to meet the operational needs of each department.
  • Manages grants by determining amounts available, reviewing laws regulating grants and grant commitments, researching grant availability, writing grants, preparing grant application, collaborating with community partners, and negotiating commitments in order to avail and ensure optimum usage of grant funds.
  • Performs direct patient care including patient examination, diagnosis and treatment.
  • Maintains the standards of agency policies, procedures, and protocols by reviewing policies and procedures with staff, identifying any changes or additions that need to be made, drafting new policies, ensuring policies and procedures are appropriate, and communicating new policies and procedures with staff.
  • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
  • Manages agency projects and oversees implementation of projects and programs in accordance with state and federal guidelines.
  • Conducts various public relations functions including visiting facilities for numerous events, develops and reviews materials for agency promotion, serves on boards and committees, and stays in touch with the community.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
MINIMUM QUALIFICATIONS:
  • Driver's license.
  • Current license to practice nursing as a Registered Nurse in the State of Alabama or in a state that has a reciprocity agreement with the State of Alabama/Alabama Board of Nursing (e.g., Multistate Enhanced Nurse Licensure Compact “eNLC”) or the ability to obtain an Alabama nursing license prior to beginning employment.
  • Bachelor's degree in nursing from an accredited college or university.
  • Post-educational work experience as a Registered Nurse in a clinical setting.

PREFERRED QUALIFICATIONS:
Preferred Qualifications are examples of experience and education considered to be highly desirable by hiring agencies.
  • Experience managing/administering a clinical program (e.g., quality improvement, infection control, outpatient clinic).
  • Experience working in an outpatient or ambulatory care center.
  • Experience working as lead worker or supervisor.

  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) guidelines.
  • Knowledge of infection control practices and procedures.
  • Knowledge of Jefferson County Department of Health policies, procedures, and goals.
  • Knowledge of lifestyle related diseases (e.g., heart disease, obesity, diabetes) that increase in frequency as civilizations become more industrialized, their treatments, and their prevention (a.k.a., diseases of longevity or diseases of civilization).
  • Knowledge of normal standards and values for patient vital signs (i.e., blood pressure, pulse, temperature) in order to detect deviation.
  • Knowledge of principles involved in the management of staff/personnel.
  • Knowledge of universal (standard) precaution techniques (such as using personal protective equipment) when dealing with contaminated patients and materials in order to prevent contamination.
  • Knowledge of supervisory techniques in relation to a team environment (progressive discipline, team dynamics, etc.)
  • Knowledge of budgetary principles and procedures, and encumbrances/expenditures such as revenues, expenditures, and appropriations involved in establishing and maintaining budgets.

WORK ENVIRONMENT: Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.

PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.
