Summary

The purpose of the Assistant Chief Financial Officer (“CFO”) position is to assist the CFO in management of the High Point Housing Authority (“HPHA” or “Agency”) financial and accounting functions as well as those related to procurement. The Assistant CFO performs supervisory and accounting work that develops the annual operating budget and ensures and/or assists in: all federal fiscal control regulations are met, all funds are expended according to federal regulations, adequate controls and proper documentation exists for all financial records, and that all funds received are properly accounted and recorded.

Essential Duties and Responsibilities

The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Provides leadership, strategic support, and expert financial planning and analysis to ensure the integrity of the Agency’s financial statements and accurate assessment of the Agency’s financial position, enabling the executive management team to select service options and models that meet its mission, purpose and objectives while maintaining the HPHA’s role as an excellent steward of public funds
  • Assist with supervision of the Finance department and ensures proper and adequate controls and assist with documentation of all financial records; prepares and/or supervises the preparation of all financial reports
  • Ensures all funds are expended according to federal regulations; ensures all federal fiscal control regulations are met; ensures all funds received are properly accounted for and recorded
  • Assist with oversight of management and maintenance of all tenant accounts and ensures proper procedures are followed and all rent collections are accounted for
  • Maintains general and subsidiary ledgers for all authority programs, ensuring total financial control for the Agency
  • Assist with oversight of internal accounting functions such as payroll, HOPE VI/mixed-finance, cash management, insurance, investments, grant administration, general ledgers, and budget management and provides information to management as required
  • Ensures timely investments of funds
  • Maintains proper controls of materials inventory and capital and non-capital equipment
  • Ensures adequate insurance coverage and maintenance of insurance register is correct
  • Ensures all purchases are in compliance with the Procurement policy
  • Assist with supervision of maintenance of employee payroll records and ensures all payments to employees are in accordance with approved budget; ensures payroll reports are filed and tax payments are made on time
  • Assist with preparation and/or supervision of annual budgets for all Agency programs
  • Plans, administers, advises, directs, manages, coordinates, and oversees the budgeting, accounting, audit functions, financial management programs, and procurement activities of the Agency
  • Monitors and analyzes reports, ensuring proper procedures are followed
  • Contributes to and/or directs inter-departmental assignments
  • Assist with supervision of accounting and procurement staff
  • Ensures timely submission of the year-end closing, the Financial Data Schedule, and subsidy calculations
  • Prepares and/or directs the preparation of reports, questionnaires, and letters requested by auditors and assists auditors when needed
  • Assist with management of the designation of income and costs to their related Asset Management Projects (AMPs) and Agency programs
  • Performs other duties as assigned.

Job Competencies

  • Knowledge of the methods, procedures and policies of the HPHA as are relevant to the performance of the essential duties of the Assistant CFO.
  • Knowledge of principles and practices of managing the Finance department and ensuring financial records are adequately controlled and are in compliance with federal regulations.
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
  • Knowledge of the organization of the Agency. Clearly understands any occupational hazards and adheres to safety precautions inherent in performing the essential functions of the work.
  • Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities.
  • Knows how to maintain cooperative and effective relationships with intra and interdepartmental personnel, as well as any external entities with whom the position interacts.
  • Ability to communicate in a clear and concise manner in both oral and written methods which includes, but is not limited to, the preparation and presentation of various administrative reports and presentations to the public.
  • Ability to identify and understand the needs and problems of economically disadvantaged individuals and their families.
  • Ability to maintain confidentiality.
  • Ability to conduct interviews with potential employees and make hiring recommendations.
  • Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements.
  • Proven application of the principles of supervision, training, motivation, and performance evaluation.

Education and/or Experience

Bachelor’s degree in accounting or closely related field, with a Master’s degree in business administration or closely related field and/or Certified Public Accountant (“CPA”) designation preferred. A minimum of five (5) years previous experience and/or training that includes public housing accounting or HUD accounting. An equivalent combination of education and experience may be considered.

Certificates, Licenses, Registrations

Possession of a Certified Public Accountant (“CPA”) license is desirable. Possession of a valid North Carolina driver’s license and the ability to be insurable under the Agency’s automobile insurance plan at the standard rate.
