Job Description
This position provides assistance to the Building and Safety Manager in managing building inspection, permit administration and plan review processes. Under the direction of the Building and Safety Manager, assists in developing and researching complex code interpretations on residential and commercial buildings. Assists in supervising the Building Safety Division staff. Job Responsibilities
Responsible for performing all commercial plan reviews and all one and two family master plan reviews, performs other plan reviews to ensure and maintain prompt turnaround times.

Assists in advising architects, engineers, designers, contractors, property owners and other stakeholders in the building permit process.

Coordinate, plan or review daily work activities, organizes, prioritizes and assigns work to the building and safety division. Monitors status of work in progress and inspects completed work; assist with complex problem situations.

Coordinate or conduct staff training activities.

Provides assistance with the administration of the Division"s budget, forecasts funds, for staffing, equipment, materials and supplies.

Participate and provide assistance in technical meetings; interprets building codes and coordinates construction projects by researching codes and related material, consulting with owners, designers, staff and plan review consultants.

Provide information to the public, responds to questions from the public; accompany inspectors in the field to assist with difficult or controversial inspections; makes final determination on inspection questions requiring interpretation of code or definition of building procedures.

Interpret and participate in the development of construction code amendments and development codes for the department.

May represent the department/City and participate as a committee member in various local, state and other professional organizations.

May be assigned to assist in the performance of permit processing, plan review or building inspections.

May supervise and direct building safety staff; assists the Building Official in completing performance appraisals, participate in the recruitment process and provides hiring recommendations to the Building Official.

Support the City"s policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.

Other Information/License, Certifications, Etc
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver"s license to operate a vehicle in Arizona, or meet the transportation needs of the position.

Within one (1) year of appointment obtain:
International Code Council (ICC) Certification Combination Commercial Building Inspector and
International Code Council (ICC) Certification Combination Commercial Plans Examiner

Knowledge, Skills and Abilities

Knowledge, Skills and Abilities - Demonstrated Knowledge of:
City of Apache Junction and ICC building codes and related laws and ordinances;

Residential and commercial building codes, zoning and related ordinances;

Structural engineering as applied to the design of reinforced concrete, steel, timer and other structures;

Field Inspection procedures and techniques;

Supervisory and managerial principles and practices, managing multiple projects;

Conduct development plan review; file and record management.

Research and analysis methods and techniques and communicating complex concepts and processes;

Skill in:
Reading and interpreting code requirements and other laws pertaining to the regulation of building construction and alterations;

Reading and interpreting building plans, plot plans, specifications and blueprints;

Explaining code requirements and plan review procedures and successfully resolving problems;

Communications, interpersonal skills and presentation skills;

Operating a personal computer utilizing standard software such as Microsoft Office and office equipment; proficient typing.

Minimum Qualifications
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Bachelor"s Degree in Architecture, Construction Manager, Engineering, Building Construction or a related field and four (4) years paid fulltime experience in inspection of commercial, residential, public, and industrial buildings, building permits and; one (1) year of which included supervisory experience; OR an equivalent combination of education and experience.
Physical Demands and Working Environment
Work may be performed in a standard office environment or in the field. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
