Hiring Range: $76,700 - $103,600 Annually

Salary Range: $76,700 - $90,200 Annually

Job Summary:

The Water & Sewer Asset Manager is responsible for providing technical and program management support to all of the divisions in Water and Sewer. This position performs in-depth monitoring and management of processes, provides technical analysis and troubleshooting, prepares reports, and recommends process changes and development activities. The position is responsible for the tracking and reporting asset data and coordinating information with Finance to maintain the asset register. This position also has supervisory duties.

Experience, Knowledge, Skills & Education:

  • Bachelor’s degree from an accredited college or university in engineering or related hard science such as Geology OR bachelor’s degree in Geography with an emphasis in Geographic Information Systems.
  • Minimum of 1 year experience in mapping or analysis of municipal utility infrastructure.
  • Minimum of 1 year experience using a CMMS.
  • Minimum of 1-year supervisory experience.
  • With the "what" determined by policies, principles, and upper management/departmental objectives, have the ability to apply sound reasoning and wisdom from experience to determine the process (the "how") to accomplish the work while adhering to professional standards, available resources, and program objectives established by a higher management level.
  • Current driver’s license with a safe driving record.
  • 2 years' experience in the Wastewater collections field including experience in the maintenance and rehabilitation of sanitary sewers.
  • The ability to obtain a Class 1 Collections Operator Certificate and a Class 1 Distribution Operator Certificate within one year.
  • 1-3 years' experience working with infrastructure management systems, databases, flow meters, Microsoft Office Suite, ArcMap, POSM, Flow Link, CMMS and H2O map.

Essential Functions:

  • Capital Improvement Projects (CIP): Identify, estimate, prioritize, and recommend substandard line replacement projects for Collections and Distribution. Supply/create special provisions, maps, graphs, log sheets, estimates, and miscellaneous documents for all water and sewer projects prior to bid.
  • Computer Maintenance Management System (CMMS): Develop, program, and maintain the CMMS database which is used to monitor and track maintenance and rehabilitation projects. Analyze, evaluate, and forecast operating performance based on collected data.
  • GIS: Supply maps to rehabilitation crews, Superintendent, City residents, contractors, engineers and other City departments. Provide training, support, and updated files for TV inspection crew's mapping system. Coordinate repairs to sanitary sewer geodatabase.
  • Organize, alter, archive records of, and maintain: the routine cleaning of the sanitary sewer system; the video inspection of the sanitary sewer system; the rehabilitation of the sanitary sewer system; and the Wastewater Control flow monitoring program.
  • Use the following daily: ESRI ArcMap, Cityworks, GBA Master Series, Access, Excel, Word, Outlook, Adobe, Flow Link software, H2O Map Community Plus, POSM, PowerPoint, Desktop computer, laptop, printer, fax, copier, scanner, digital camera, and Isco Flow meter.

Work Environment and Physical Requirements:

  • Subject to both outside and inside environment with exposure to adverse weather conditions.
  • Subject to extreme cold/hot with temperatures below 32 degrees or above 100 degrees for periods of more than one hour; consideration should be given to the effect of other environmental conditions such as wind and humidity.
  • Subject to driving a City or personal vehicle in all weather conditions for business purposes.
  • Subject to safe to moderate hazards including a variety of physical conditions that are typically well protected against, such as proximity to moving mechanical parts; moving vehicles/traffic, electrical current; working on rough terrain and exposure to high heat, unsanitary environments, and/or chemicals; the majority of this position's duties are typically performed in an office setting.
  • Subject to atmospheric conditions such as conditions affecting the respiratory system pertaining to airborne particles/pathogens, fumes, odors, dusts, mists, gases, or poor ventilation.
  • Subject to working alone and/or with groups and/or attends meetings.
  • May be required to travel with associated risks inherent to travel by car/air.
  • May be required to wear protective clothing or gear.
  • Spends extended periods of time at fixed workstation.
  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
  • May be required to work overtime, holidays, evenings, shifts, or weekends.
  • May have frequent interruptions and be required to manage competing priorities with inflexible deadlines.
  • May have frequent contact with the public-in person, via email/telephone, sometimes facing adverse or confrontational situations with internal/external customers.
  • Performs surface inspection of sewer lines and/or buried storm drainage assets such as inlets or manholes.
  • The essential functions of this job require frequent hearing and repetitive motion; continuously sitting and talking; and occasional carrying/lifting light objects (25lbs), crouching, feeling, fingering, reaching, standing, and walking.
  • Required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; performing visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices-graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
  • Required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Mobility enough to stand, sit, and move within a confined work area. Light to moderate physical effort that included frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
