As an Airport-Airspace Planner, you will serve as a technical expert and project manager on the Airports Authority’s airports master plans, airspace planning and analysis, and navigational airspace and surfaces (such as FAR Part 77, Terminal Instrument Procedures (TERPS), One-Engine Inoperative (OEI), and other critical navigational surfaces).

Airport-Airspace Planner

Serves in the Planning Department of the Office of Engineering at Reagan Washington National Airport (DCA) and Washington Dulles International Airports (IAD).

Provides technical expertise and direction on capital facilities planning and programming for the near-, mid-, and long-term development of the Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), Dulles Toll Road, and Dulles International Airport Access Highway. Performs related functions.
GENERAL RESPONSIBILITIES
Conducts and prepares airspace planning and analysis considering critical navigational surfaces such as: FAR Part 77, Terminal Instrument Procedures (TERPS), One-Engine Inoperative (OEI), obstacle free areas and zones, runway protection zones, runway safety areas, and other critical navigational surfaces.
Provides technical advice and project management for the preparation and updating of Master Plans, Airport Layout Plans, and comprehensive planning studies and reports.
Provides technical analysis and advice regarding airfield issues such as: FAA airfield planning and design standards, Aircraft Design Group, runway/taxiway/taxilane design standards, apron layouts, and airfield geometry. Subject matter expert regarding A/C 150/5300- Airport Design.
Translates general goals, plans, and concepts of the Master Plan for the modernization and improvement of DCA and IAD into specific programs and concept design guidelines and requirements.
Develops policy recommendations, from both engineering and comprehensive planning perspectives, for the operation and master planning of DCA and IAD and predesign data for Capital Construction Program (CCP) projects.
Collects, analyzes, and interprets data for use in formulating plans. Uses computer simulations to analyze passenger, vehicle and aircraft activity patterns.
Prepares site development standards for consultants and reviews studies, planning projects, site plans, and program statements to ensure conformity with Airports Authority plans.
Uses aircraft activity and passenger forecasts, cost and revenue projections, customer needs, and marketing information to determine project feasibility and desirability.
Annually, prepares and reviews the Airports Authority’s proposed budgets for the Capital Construction Program (CCP) and Capital Operating and Maintenance Investment Program (COMIP). Recommends future projects and ensures compatibility with plans. Represents facility engineering in developing the Planning Department’s Work Plan and annual budget for studies and CCP and COMIP projects.
Works with inter-jurisdictional partners with regard to land use planning, airport compatibility planning, and aerotropolis initiatives. Evaluates county/city development proposals for airport compatibility. Attends public meetings as a representative of the Airports Authority.
Monitors, plans, and advises on issues related to the airports roadways including public and commercial curbs based on forecast ground transportation traffic. Issues include capacity, safety, wayfinding, and master planning.
Monitors, plans, and advises on issues related to public and employee parking as well as staging areas for other ground transportation such as taxis, shuttles, and other ground transportation providers based on forecast demands. Issues include facility expansions, new facilities, and master planning.
Monitors, plans, and advises on issues related to the Dulles Toll Road including capacity, safety, tolling, and programming of capital improvements for both short and long term.
Prepares position papers and reports on air and ground transportation and physical facility planning.
Assists in preparing pre-design documents; identifies and resolves issues related to design, construction, costs, scheduling, and environmental and building code compliance. Reviews construction documents and assists in developing construction change orders.
Serves as a Contracting Officer’s Technical Representative (COTR). Assists in developing design statements of work and selecting an architect/engineer firm.
Performs other duties as assigned.
QUALIFICATIONS
Seven years of progressively responsible experience in planning and designing facilities for commercial, general aviation, or military airports.
Three of the seven years of experience must be in airport master planning including conceiving, planning, and organizing the planning and design work for engineering and construction projects.
Must have demonstrated success as a project manager or deputy project manager on at least two large public sector projects.
Comprehensive knowledge of the principles and practices of airport planning, a good understanding of urban planning, and the ability to apply them to plan state-of-the art airport facilities and infrastructure and ensure airport plans complement regional plans.
Knowledge of transportation management, air traffic rules and procedures, airport operations, aircraft characteristics, airport facilities, parking, utilities, and infrastructure and skill in applying it to plan and evaluate feasibility of improvements for airport facilities and air- and landside transportation.
Knowledge of government laws, regulations, and standards involving airport facilities and transportation and ability to ensure compliance with those requirements.
Knowledge of principles and practices of engineering (civil, mechanical, traffic, and environmental) and architecture and the ability to plan state-of-the art airport facilities and infrastructure.
Knowledge of municipal systems, such as utilities, roads, and public safety, and ability to apply it to plan airport facilities and infrastructure.
Knowledge of contracting and engineering project management procedures and ability to serve as a COTR.
Ability to perform complex analyses of data and information and make recommendations.
Ability to speak and write effectively.
Skill in using a computer and modern office suite software, with emphasis on specialty systems/software for aircraft movement, airport/highway simulation, and statistical analysis.
PREFERRED QUALIFICATIONS
Licensed as a Professional Engineer or Engineer in Training in any state or the District of Columbia; or American Institute of Certified Planners (AICP) certification.
Active membership in a nationally recognized association related to airports, engineering, or planning such as the Airports Council International, Airport Consultants Council, American Society of Civil Engineers, National Society of Professional Engineers, or American Planning Association.
Experience as a Project Manager on two successful large airport projects.
EDUCATION
A Bachelor’s Degree in Aviation Planning; Airport Planning and Management; Urban, Regional or City Planning; Engineering; Architecture, or related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
NECESSARY SPECIAL FACTORS
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
Operates vehicle landside and airside (requires AOA permit).
Performs site visits to DCA, IAD, and peer airports to view airport operations.
Is subject to adverse weather conditions and exposed to dirt, odors, hazardous substances, and loud noise when visiting outdoor sites. Wears personal protective equipment as required.
