This is a PROMOTIONAL OPPORTUNITY open only to current Tulare County employees in regular or probationary status.

Current vacancy is with the Tulare County department of the Agricultural Commissioner located in Tulare. This recruitment will establish an employment list to fill current and any future vacancies for this classification. The anticipated life of the employment list is six months

This position is responsible to conduct investigations under provisions of the California Food and Agricultural Code, California Code of Regulations, California Business and Professions Code, and applicable Tulare County ordinances relating to protection of various segments of the County engaged in producing or utilizing agricultural or other plant products and to provide weights and measures protective services; and performs related work as required.

Typical Duties

Coordinates and processes complaints and pesticide related illness cases reported to the Department; acts as an advocate in Department administrative review hearings.

Interviews complainants, witnesses and other people who possess information regarding complaints; gathers, assembles and prepares evidence and case files for presentation in administrative proceedings as well as civil and criminal court cases.
Trains Department staff in all phases of applicable regulatory law relative to conducting complete agricultural and standards investigations; informs staff and the public of regulatory information including Department enforcement policies and options.
Coordinates the processing of alleged agricultural and standards violations with the District Attorney's Office, County Counsel's Office and/or with other governmental agencies; appears as a witness in court and in administrative review hearings.
Coordinates and administers the service of legal notices and processes for the Department of Agriculture.

Reviews and evaluates written reports regarding suspected violation as prepared by Agricultural/Standards Inspectors.

Drafts declarations and affidavits for use in civil proceedings.
Researches and interprets statutes, regulations, state, and departmental policies in preparation of case files for administrative, civil, or criminal action.
Prepares and presents oral and written reports.

Serves as a resource for various hazardous material responders.

Prepares correspondence and maintains case files and related records.
Additional essential job duties may be assigned that are not listed above but are relative to this job classification.

Employment Standards

MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education :
  • Graduation from an accredited college or university with a bachelor's degree in Agriculture or biological sciences or any major approved by the Secretary of Agriculture, pursuant to the California Food and Agriculture Code Section 2106, that is acceptable within the United States' accredited college or university system.
Experience :
  • One (1) year of full-time, paid work experience equivalent to that gained as an Agricultural/Standards Inspector III with Tulare County and one year of agricultural and standards investigator experience.
License or Certificate:
  • Possession of a valid California Class "C" Driver's License.
  • Possession of the following eight (8) valid licenses issued by the California Department of Food and Agriculture:
  • Pesticide Regulation
  • Investigation and Environmental Monitoring
  • Integrated Pest Management
  • Commodity Regulation
  • Pest Prevention and Plant Regulation
  • Weight Verification
  • Measurement Verification
  • Transaction and Product Verification.
Knowledge of:
  • The Agricultural Commissioner/Sealer organization, operations and procedures.
  • The California Food and Agricultural Code, California Code of Regulations, and California Business and Professions Code and any other applicable local, State and Federal laws and regulations.
  • Applicable Tulare County ordinances.
  • Principles of investigative techniques, report writing and pesticide residue sample collections.
  • Principles of botany, entomology, plant pathology and physical science.
  • Organization of the California Department of Food and Agriculture.
  • Resources available for the investigation, determination and resolution of agricultural and weights and measures code violations.
  • Standard weighing and measuring devices.
  • Agricultural standards and weights and measures automated systems and equipment.
  • Basic mathematics and recordkeeping systems.
  • Types of crops grown and farming methods practiced in Tulare County.
Skill/Ability to:
  • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
  • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
  • Interpret rules, regulations, policies and procedures.
  • Establish and maintain effective working relationships at all organizational levels as well as with other agencies and the general public.
  • Communicate effectively both orally and in writing.

Bargaining Unit 7

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
