Job description
The Massachusetts Rehabilitation Commission is seeking a mission-driven, highly organized problem solver to fill the role of VR District Administrative Services Coordinator for the North District. This position is responsible for completing and overseeing district-wide administrative duties to support the District Directors (DDs) and Business Improvement Partners (BIPs).
The selected candidate will report to the District Director and provide support to the Business Improvement partners. This role will assist DDs with compliance reports, hiring processes, data collection, fiscal and budgets and will assist with technical assistance and training for other administrative roles in the districts. Support to the BIPs would include ESU maintenance, manage the Enterprise Invoice/Service Management (EIM/ESM) and Contracts Management database, prepare quarterly roll up reports, organize Provider meetings and reporting and support with contracting and amendments. Works closely with Office of Financial Management and Budget (OFMB) to create, analyze, and verify fiscal reports. Expertise with MRCIS, MMARS, Commbuys and other related state platforms Provides technical assistance, training and support to the Office Support Specialist I & II as needed. Provides administrative coverage to Area offices as needed. All other duties as determined by the District Directors.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
Perform, coordinate, and monitor administrative or operational services (e.g., administrative/clerical, budgetary, payroll, procurement, purchasing, human resources, and/or building operational services) for District Directors or Business Improvement Partners to support efficient operations.
Manage, provide, and collect reports for monthly Area Director Reports, encumbrances, and purchases, collect and e-file reports monthly from providers, review for completion, track non-compliance and report to BIPs.
Review and update info from ESU, initiate all new ESU user requests, Activating and entering contracts in EIM.
Training of clerks in the District or Statewide.
Assist clerks or supervisor in the execution of their duties by making recommendations more efficient workflow processes, resource needs, building operational changes, etc.to improve efficiency and work effectiveness. Oversee District clerk meetings
Enter content/scope, and amendments into CMDB.
Enter Data into MRC tracking and data reports, including inputting data from statistical reports and as amendments occur.
Assist DDs with the hiring process when filling vacancies. Participate in interview committees for clerk positions in the district or other departments. Facilitation of hiring for temps to fill in gaps.
Participate in regular meetings with District Business Improvement Partner (BIP) and Business Financial Manager (BFM) and other Agency professionals to exchange information, discuss new policies and procedures, and recommend solutions to mutual problems and those presented by management.
Schedule and take minutes for AD & Provider meetings. Disseminate updates.
Scheduling Quarterly Meetings with offices and providers, including setting up remote meetings.
Perform other duties as required.
Required Qualifications:
Excellent written, oral, and digital communication skills.
Ability to organize large amounts of information and manage multiple projects at one time.
Knowledge of the principles and practices of office management.
Ability to understand, explain and apply the laws, rules, policies, and procedures governing assigned unit activities.
Strong time management, planning, and organizational skills.
Ability to think creatively, analytically, and to work proficiently
Ability to deal tactfully, maintain harmonious working relationship with others and establish rapport with persons from different ethnic, cultural and/or economic backgrounds.
Ability to use a computer to conduct research, manage databases, and/or produce written documents.
Proficient usage of Microsoft Office products including Excel and Outlook and other software programs.
Preferred Qualifications:
Strong knowledge of human resources, purchasing, budgetary, and/or payroll practices, guidelines, and techniques as required by the assignment.
Knowledge of the types and applications of standard electronic filing systems.
