ADMINISTRATIVE OFFICER

Utilize your administrative prowess to help us solve this—and other public health issues—by joining the Office of Intramural Management (OIM), Division of Intramural Research (DIR) of the National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH)! The Administrative Officer is a dynamic leader who serves as the principal advisor in support of a portfolio of intramural research programs. We offer all mandatory training needed to understand federal processes, policies, and systems involved in this role.

PRIMARY DUTIES

  • Advise senior scientific leadership and staff on applicable laws and regulations, policies, and procedures for a variety of general administrative functions.
  • Plan, execute, and analyze monthly budget reports for individual research programs to include salary projections, reconciliation of obligations and commitments in NIH accounting system, and projection of expenditures to assist in resource management.
  • Advise senior scientific leadership on various personnel appointment mechanisms, including visa options for foreign nationals. Process human resource actions to include recruitment and renewal packages for staff.
  • Review and process domestic and foreign travel actions (review all travel documents within proprietary travel system for assigned programs) for scientific staff.
  • Use automated database systems such as SharePoint, Microsoft Dynamics, and other business systems to track and complete administrative tasks.
  • Identify problem areas, analyze situations, recommend viable solutions, and prepare reports as required.
  • Review and approve administrative actions submitted by embedded administrative program staff in assigned scientific labs. Assist in the hiring and development of these administrative staff members.
  • Act as a liaison/handle communication with persons and/or groups within and outside of the organization.
  • Collect data and provide summaries for use by senior staff.
  • Remain current on policies, procedures, and reference materials to notify staff of changes.

NECESSARY BACKGROUND

  • BS/BA degree;
  • No less than 3 years of business operations, project management, and/or administration experience OR equivalent graduate-level education;
  • Financial experience a plus;
  • Experience manipulating and forecasting budget data projections;
  • Skill in querying data and applying both analytical and evaluative methods and techniques for a wide range of personnel, budget, travel and general administrative issues;
  • Ability to make recommendations to effectively resolve issues by using judgment that is consistent with standards, practices, policies, procedures, and regulations or law;
  • Dynamic personality with a high level of interpersonal skills in order to deal effectively and persuasively with all levels of an organization;
  • Strong organizational skills and the ability to prioritize complex tasks;
  • Exceptional written and oral communication skills;
  • Strong research and analytical skills; and
  • Strong IT skills (e.g., SharePoint and Microsoft Office Suite).

DETAILS

The role is located on the main NIH campus in Bethesda, Maryland and is bus/bicycle/metro accessible. Some additional details are:

  • Employment type: contract, full-time (can be renewed indefinitely)
