CTUIR MISSION STATEMENT

Exercise the Tribe?s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.


GENERAL STATEMENT OF DUTIES

This individual will be responsible to fulfill the daily administrative duties of the CTUIR Gam ing Commission to license applicants that will be employed at the Confederated Tribes of the Umatilla Indian Reservation?s Wildhorse Gaming Resort Casino, as authorized by the Indian Gaming Regulatory Act (IGRA), the National Indian Gaming Commission (NIGC), the CTUIR Gaming Code and the CTUIR Tribal/State Compact. The individual will assist in the management of the administrative operations for the CTUIR Gaming Commission Office and ensure that administrative tasks are completed in a timely and efficient manner. Provides direct administrative support for the Gaming Inspector, Lead Inspector, Commission and as needed by office staff. Employee shall be required to multi-task in a fast paced working environment. Attention to detail and organizational skills are necessary. Employee must be able to work independently with little direction and as part of a team. Individual will need to be able to organize and maintain files to provide for smooth program operations.


EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES


  • Responsible for assisting Gaming Inspector with the scheduling of meetings, preparing correspondence, sending out notices, coordinating communication between the Gaming Commission and Gaming Inspector.
  • Responsible for the filing of documents for the Gaming Inspector.
  • Responsible for drafting and sending out memos as directed.
  • Responsible for picking up checks (payroll, checks that may require hand delivery, travel advances and Gaming Commission Stipends) from Department of Finance. Keeping a sign-out log for each program for checks showing who signed for or who the check was hand delivered to. To ensure that administrative tasks are completed in a timely and efficient manner.
  • Individual will need to be able to organize and maintain files to provide for smooth program operations.
  • Responsible for assisting the Tribal Gaming Commission (TGC) with gathering information needed for meetings (regular or special), preparing and distributing agendas, ordering of supplies, taking/preparing and tracking of meeting minutes, and travel for TGC.
  • Responsible for copying, faxing, scanning documents as necessary.
  • Responsible for the ordering of office supplies (including main supply area), paper for the copiers/printers and coffee/water supplies. Assists with running errands such as picking up supplies and mail deliveries to Shipping and Receiving Office.
  • Responsible for keeping a log of all paperwork (notices to accounting, evaluations, etc.) sent to the Department of Human Resources for processing.
  • Preparation and clean-up of meeting rooms for weekly Commission Meetings and/or revocation hearings (coffee, laptop, easel, etc.).
  • Operation of standard office equipment computer, word processor, copier, printer, scanner, 10 key.
  • Assist with research work that may need to be done (tracking purchase requisitions, purchase orders, invoices, etc.).
  • Responsible for the organization of applicant files, office filing (by employee, licensee or vendor in alpha/numerical order) of purchase requisitions, timesheets, and travel expense reports, training certifications and all other filing as directed.
  • Provide administrative services when Receptionist/Secretary or Background Investigator is on leave.
  • Assist in conducting background and financial investigations of applicants seeking a gaming license, which includes reviewing and analyzing applications, applicant files, financial documents and other records submitted by applicants.
  • Assist in obtaining, filing and recording criminal history information from the Oregon State Police Law Enforcement Data System (LEDS), city, county and state law enforcement agencies, including tribal, state and local courts when needed.
  • Assists with the issuance of temporary and permanent gaming license badges which requires access and operation of the gaming license badge computer system.
  • Assist with maintaining casino employee filing system (current, inactive, expired), which includes tracking/logging all actions in the filing system.
  • Assist in maintaining and operating a database containing information necessary to track fingerprints submitted to, and received from, the FBI and Oregon State Police Identification Bureau and reports received from the FBI and Oregon State Police Identification Bureau.
  • Contacts Tribal Government agencies, other Tribal Gaming Commissions, NIGC, OSP, local and out-of-state law enforcement agencies as required.
  • Assist in preparation and distribution of detailed background investigation reports to the Gaming Commission.
  • Participates in other Gaming Commission investigations or license actions, such as revocation hearings, as needed.
  • Responsible for processing renewal applications and renewal license correspondence.
  • Prepares all licensing communications (emails, letters, and memoranda) handles photocopying, faxing and scanning.
  • Other duties assigned by the CTUIR Gaming Inspector or Delegated Authority related to duties and responsibilities.

ACCESS TO SENSITIVE AREAS: Gaming Files, criminal history, credit background check information of all prospective Gaming License applicants. All casino file(s) that pertain to security, asset protection, fingerprinting/LEDS computer and systems which directly relate to the FBI, Oregon State Police Tribal Gaming Section and CJIS systems and information.
