ABOUT THE POSITION AND DEPARTMENT
Under limited supervision, the Accounting Specialist performs a variety of specialized and responsible duties related to the maintenance and review of fiscal, financial, and statistical records; and does other work as required.

The Accounting Specialist is required to exercise initiative in interpreting complex/varied regulations/procedures and make decisions based upon their specialized knowledge or general knowledge of accounting systems and practices. This position has the responsibility to independently resolve most problems occurring within the specialized area of assignment and is required to have a thorough understanding of one or more accounting systems, source documents and their relationships to County/Court or comparable record keeping systems.

The Finance Office is comprised of the Office of the Chief Financial and Administrative Officer, Accounting Services, Financial Planning, Facilities Management, and Contracts and Procurement. This opportunity provides a challenging, creative work environment with an opportunity for increasing responsibilities.

Examples of Duties

Duties for the classification may include, but are not limited to:


  • Reviews accounting documents prepared by others; may have responsibility for final review of accounting documents prepared in other departments and for auditing and correcting information submitted.
  • Recognizes and resolves problems within the specialized area independently; recognizes and questions unusual items or charges and exercises initiative in following up to research a variety of sources to locate the cause and determine or recommend appropriate corrective action; takes corrective action within established limits.
  • Interfaces with the public, vendors and/or other agencies/departments in an advisory role within the specialized area and where contacts may be difficult, requiring the incumbent to explain complex accounting systems or procedures to others or requiring the resolution of problems.
  • Acts as a resource to staff in the interpretation of regulations and procedures and the processing of work; serves as the final check and expert within the specialized/technical area of assignment.
  • Performs final review of claims against the Court requiring the review of sources such as contracts, laws, policies, and procedures in order to verify compliance with requirements and/or determine whether claims are valid; approves claims for payment.
  • Performs final review and correction of payroll for all Court employees, requiring the interpretation and application of a wide variety of complex laws, contracts and procedures which differ with specific situations.
  • Maintains and monitors control totals for complex accounting records; checks and verifies the accuracy of multiple data entries into accounting records; reviews and classifies complex accounting documents using considerable judgment in the breakdown of sub-categories and accounting codes.

ACCOUNTING SPECIALIST

Minimum Qualifications

EXPERIENCE

A minimum of eighteen (18) months of full-time (or equivalent) experience working in the maintenance and review of fiscal, financial, or statistical records – AND six (6) months of full-time (or equivalent) experience in an office setting.

EDUCATION SUBSTITUTION
To receive substitution credit, a copy of your college official transcripts must be included with your application. Possession of the following may substitute for the experience involving the maintenance and review of fiscal, financial, or statistical records (at least six (6) months of experience in an office setting is still required with this substitution):
  • Successful completion of twelve (12) semester or eighteen (18) quarter units in accounting, business math, bookkeeping or a closely related field.
  • Possession of an Associate degree or an accounting certificate which represents completion of all required coursework in an accounting curriculum.
DESIRABLE QUALIFICATIONS
Cash handling and customer service experience.

OTHER NECESSARY REQUIREMENTS
Incumbents must have mental stamina and resilience to engage in interaction with employees, managers and judicial officers as needed; manual dexterity sufficient to operate a personal computer and/or adding machine; vision sufficient to read fine print and computer screens; speak and hear well enough to communicate clearly and understandably in person and over the telephone; ability to routinely lift items weighing up to 25 pounds and sit for long periods of time.
