Accountant II Gen Ledger

This Accountant II position performs specialized, journey-level work that is moderately complex to research, allocate, and process Child Support Collection payments received for children in foster care. This work involves the use of CAPPS Financials, USAS, IMPACT, OAG portal, TEXAS, and the Child Support database to process payments in accordance with DFPS policies and procedures and state and federal statutes. This position works under general supervision with limited latitude for the use of initiative and independent judgement and must have the ability to complete assignments within the defined parameters and strict deadlines. This Accountant II position is routinely in contact with Texas Department of Family and Protective Services staff, representatives from other State agencies, and the public. We offer a hybrid work schedule with minimal need to be in an office environment.


Essential Job Functions:
  • Research and disburse Child Support payments for the children in DFPS care collected by the Office of Attorney General (OAG).

  • Identify the recipient of child support funds using information from IMPACT, OAG portal, and TEXAS systems in accordance with DFPS policies, state, and federal statutes.

  • Coordinate the effort of obtaining missing court orders and updating IMPACT information between the DFPS and OAG staff.

  • Record funds received from OAG in CAPPS financials and import the detailed information to the Child Support database in Access.

  • Routinely interact with other departments of DFPS, OAG, and the public.

  • Review payment file for missing/inaccurate data including, but not limited to, vendor set ups, duplicate payments, and accurate placements.

  • Review correspondence from OAG and distribute accordingly.

  • Cross-train and provide backup coverage for others in the unit.

  • Promote and demonstrate appropriate respect for cultural diversity among coworkers and all work-related contacts.

  • Attend work regularly in accordance with agency leave policy.

  • Perform other duties as assigned and required to maintain unit operations.




  • Knowledge Skills Abilities:
  • Knowledge and experience in governmental accounting and financial operations, including basic General Ledger functions.

  • Experience in Microsoft Office products including Excel, Word, Access, and Outlook.

  • Knowledge of complex automated accounting systems.

  • Knowledge of State of Texas accounting procedures including GAAP standards.

  • Ability to work within established deadlines.

  • Ability to prepare concise reports.

  • Ability to interpret complex Federal and State regulations.

  • Advanced problem-solving skills related to accounting policies and procedures.

  • Ability to work independently with general supervision.


  • Registration or Licensure Requirements:
    None


    Initial Selection Criteria:
  • Experience with generally accepted accounting principles and procedures affecting maintenance of accounting records.

  • Experience with efficiently interpreting and applying policies, procedures or business processes.

  • Excellent written communication skills including the use of proper grammar and capitalization.

  • Experience with Microsoft Office applications including Microsoft Outlook, Excel, and Access.

  • Graduation from high school or equivalent.

  • Two (2) years full-time accounting, auditing, bookkeeping, financial operations, or banking experience.

  • Acceptable substitutions:
  • Thirty semester hours from an accredited college or university, with a minimum of nine hours of accounting may be substituted for one (1) year of required experience.

  • Sixty semester hours from an accredited college or university, with a minimum of twelve hours of accounting may be substituted for two (2) years of required experience.
