Job Summary

The Jackson County Health Department seeks an individual experienced with account keeping, medical insurance verification and billing to assist with accounting processes and numerous other projects and programs. This is a benefit eligible position including paid holidays and PTO accrual at hire!

SUMMARY OF RESPONSIBILITIES:

Working under the supervision of the Department Head or designee, performs a variety of account keeping tasks such as recording monies received, balancing accounting records, compiling data for various reports, and providing information to staff, clients, and others regarding billing procedures and Health Department accounting policies. Essential function include but are not limited to:

1. Verifies payment for services from clients and posts to appropriate accounts. 2. Reviews documentation of care provided to ensure it is accurate and complete. 3. Reviews payments and remittance advices from insurance providers & posts charges to appropriate accounts. Provides follow-up on denials and partial payments from insurance providers. 4. Enters invoices, purchase orders, cash receipts, and other financial data into the computer system. 5. Accesses client’s insurance coverage information and bills charges to appropriate insurance company for various Health Department clinics and divisions. 6. Processes or assists with accounts payable. May prepare invoices for payment. 7. Assists with processing of payroll for the department including review to ensure overtime and leave provisions are properly applied. Enters payroll information into the county payroll system. 8. May post payments received, checks for accuracy of payment and credits accounts accordingly. 9. Compiles data and prepares various statistical and activity reports. 10. Answers the telephone and either provides the requested information or refers the caller to the appropriate person or office. 11. Performs various other clerical tasks such as assisting with maintaining department financial record filing systems, photocopying materials, distributing mail, distributing paychecks, and so forth. 12. Creates validation rules in system applications to process insurance claims efficiently. 13. Assists with annual MCBR (Medicaid Cost Base Reimbursement) reporting. 14. Maintains client confidentiality and abides by HIPAA confidentiality requirements. 15. Required mandated reporter of suspected child abuse and neglect under the MDHHS, Children’s Protective Services, and Child Protection Law. 16. Completes basic incident command system, Strategic National Stockpile (SNS), and Emergency Operations Plan (EOP) courses and supports agency public health preparedness and emergency response efforts. 17. Responds to public health emergencies in the community in coordination with and under the direction of the Health Officer or other key department management personnel. During a public health emergency, may be required to perform duties outlined in the Emergency Operations Plan and be available for immediate response. 18. May be selected to receive training in a primary, secondary, or tertiary Incident Command System role to support department public health preparedness and emergency response efforts. 19. May be cross trained as needed to step into an administrative clerk role in another program on a temporary basis.

QUALIFICATIONS & SKILLS REQUIRED:

Education: High school graduation or equivalent and one year of college level coursework in accounting and computer database structure.

Experience: One to two years of account keeping experience. Experience with medical insurance verification and billing preferred.

Other Requirements:

Relevant Skills/Specialized Equipment Knowledge:

  • Use of basic office equipment such as telephone, calculator, photocopier, fax, audio or video equipment, etc.
  • Computer programs including word processing, spreadsheets, database entry and maintenance, financial applications, GIS/mapping, desktop publishing, and specialized software such as electronic medical records and other systems.
  • Ability to exercise excellent customer service skills with individuals and families.
  • May need knowledge of ICD and CPT codes and medical billing

Part-Time, Pay Grade D with the AFSCME Bargaining Unit

This is a bargaining unit position with excellent benefits, including PTO accrual, investment options and paid holidays effective date of hire and health benefits effective following 90 days of employment and successfully passing the probationary period.
