Job Title: NIOGEMS GIS Technician

Department: Flatwater Inc., DEMD

Summary

NOTE: NIOGEMS (National Indian Oil and Gas Energy Management System) is an easy-to-use GIS based software package designed specifically for the management of oil, gas and mineral operations and development on Indian lands. NIOGEMS was developed by DEMD for use by Indian Tribes and supporting federal agencies throughout Indian Country.

Essential Functions

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

• Compile, input, and edit GIS data for development of specialized energy/mineral related datasets for NIOGEMS.
• Compile, input, and edit GIS data for development of other specialized energy/mineral related datasets in support of other DEMD project requirements.
• Development of ESRI ArcGIS tools via ModelBuilder and/or scripting.
• Work with the client to define and document requirements for the various datasets used in support of NIOGEMS.
• Development and maintenance of metadata and related standards.
• Provide data input and maintenance for NIOGEMS and other DEMD databases as required.

Supervisory Responsibility

This position has no supervisory responsibilities.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend work may be required as job duties demand.

Travel

Travel is required during the business day, out-of-area and overnight travel to be expected.

Experience

• Knowledge and use of GIS-related software, particularly ESRI’s ArcGIS.
• Skill in ArcGIS ModelBuilder and/or script development.
• Knowledge of various GIS data types and familiarity with methods to process various vector and raster datasets.
• Skill in handling aerial imagery.
• Depending upon the need, certain additional experiential knowledge may be required, including:
• Skill in Land Survey data processing and land description error resolution, including spatial solutions for Metes and Bounds and Rights-of-Ways, or,
• Skill in a certain specialized subset of energy/mineral related GIS data processing (e.g., oil and gas wells, wind farms).

• Facility with Microsoft Office, particularly Word and Excel, and presentation software.
• Good organizational and oral communication skills.
• A year or more experience working with energy/mineral, natural resources, or engineering data and topics.
• Two or more years of direct work experience in GIS data gathering, entry, editing for dataset development using GIS software, including development of ArcGIS Models via ModelBuilder and/or script development.

Education

Bachelor of Arts/Bachelor of Science in Geography, Natural Resources, Earth Sciences, Geology or similar field.

Additional Eligibility Qualifications

Maintain a valid Driver’s License and be insurable under the company insurance provider/program.
